- This action was previously synopsized under Sources Sought Announcements identified as NRCS-MT-03-08 and NRCS-MT-03-08(2ndNotice). The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for Soil Conservation Technical Services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing soil conservation and technical assistance services for Western Montana. In accordance with OMB Circular A-76, commercial offers will be compared with the Government’s costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. Major components of this work include: managing work requirements, promoting best practices in conservation, providing soil conservation practice application guidance, planning, design, inspecting and verifying conservation practices, facilitating conservation activities through coordination, program support, and providing education to the general public on conservation issues and activities. The services are required for Western Montana, including the following counties: Lincoln, Flathead, Sanders, Lake, Mineral, Missoula, Powell, Ravalli, Granite, Deerlodge, Lewis & Clark, Silver Bow, Jefferson, Broadwater, Meagher, Wheatland, Beaverhead, Madison, Gallatin, Park, Sweet Grass, Stillwater, and Carbon. Government provided office space will be provided in the following communities: Kalispell, Ronan, Hamilton, Deer Lodge, Dillon, Sheridan, Townsend, White Sulphur Springs, and Big Timber, Montana. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm-fixed price service contract. Technical and cost proposals will be required. The North American Industry Classification System (NAICS) Code for this acquisition is 541990. The solicitation will be available on or about April 21, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Instructions for downloading the solicitation are available at this website. Hard copies of the solicitation document will not be available. No questions will be accepted by telephone. The anticipated date for receipt of proposals is on or about May 21, 2003. All responsible sources may submit a proposal, which shall be considered by the Agency. The U. S. Government reserves the right to retain the work in-house and make no contract award.
