Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ-3020. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12 dated 01/27/03. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 541710 and the small business size is 500 employees. The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis requires the completion of the DNA sequencing of the chromosome of both species of relapsing fever spirochetes, annotating the open reading frames (orfs) of both chromosomes, and comparing them to each other and to the chromosome of the Lyme disease spirochete, Borrelia burgdorferi. Each month 100,000 base pairs of DNA of the chromosome of Borrelia hermsii and 100,000 base pairs of DNA of the chromosome of Borrelia turicatae will be completed, verified for correctness, and analyzed via database searched for open reading frames that are homologous to other bacterial genes; DNA sequences associated with 15 extrachromosomal elements will also be analyzed and assembled into the diverse circular and linear plasmids found in the genome of each species of spirochetes. Findings will be documented in cumulative monthly reports for a period of twelve (12) months. Performance Schedule to include proposed milestones for the completion of the above referenced tasks. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.204-6 Data Universal Numbering System; 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, Award will be based on: 1) Experience in the research of molecular genetics of tick-borne spirochetes using a variety of molecular methods such as PCR, Southern Blotting, agarose gel electrophoresis and the design of oligonucleotides required for PCR and DNA sequence reactions; 2) Experience and skills at PCR, synthetic primer design, robotic methods for high through-put DNA purification and automated DNA sequencing, computer skills for the management and analysis of large DNA sequence files, and knowledge of borrelia DNA coding bias; 3) having completed a Master’s degree in Science, and 4) Price; FAR 52-212-4; Contract Terms and Conditions-Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications-Commercial Items; 52.223-6 Drug-Free Workplace; 52.227-11 Patent Rights-Retention by the Contractor; 52.227-14 Rights in Data-General; 52.228-5 Insurance-Work on a Government Installation; 52.242-2 Production Progress Reports; 52.244-2 Subcontracting; 52.245-1 Property Records; 52.245-2 Government Property; 52.246-4 Inspection of Services; 52.249-4 Termination for Convenience; 52.237-1 Site Visit, Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Offers may be mailed or faxed to the POC indicated above Fax (406)363-9288.
