Description
AFMETCAL Det 1, Heath, OH intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of a Height Measuring Station. This is a combined synopsis/solicitation for items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written quotation will not be issued. All requests for written quotations shall be disregarded. It is the offeror?s responsibility to monitor this site for the release of amendments (if any). This solicitation number, F33660-03-Q-0009, is a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) Code is 334515 and the business size standard is 500 employees. This is an unrestricted solicitation. The Air Force Metrology and Calibration (AFMETCAL) program requires 36 each Height measuring Stations with data and standard 1 year warranty with an FY 04 option quantity range of 1-37 each with data and warranty: Proposed items must meet the requirements of Purchase description PDKJMLEM03 dated 27 Sep 2003 as follows: 1.0 Scope The item described in this purchase description is for a vertical Height Measuring Station. This item will be used in the Air Force Precision Measurement Equipment Laboratories for the calibration of bores and distances on aircraft fixtures and squareness on right angle irons. 2.0 Components: It shall be comprised of a Height Measuring Station, LCD, and various probes. It shall be brand name or equal to Mahr Federal model number CX1. 3.0 Salient Characteristics: The Height Measuring Station shall embody the following salient performance and product characteristics. 3.1 Design: This item shall be portable and equipped with a data processor. It shall be capable of being easily moved using a self-contained air compressor, when necessary. It shall be capable of measuring vertical height and perpendicularity of an item also. 3.2 Measuring Range It shall be designed to measure a vertical height of 935 mm (36.8 in) from the base of the instrument. 3.3 Measuring Resolution: The measuring resolution shall be 0.000010 or better. 3.4 Linear Measuring Uncertainty: Linear Measuring Uncertainty for the entire measuring range shall not exceed 0.0002 inch. 3.5 Perpendicular Measuring Uncertainty for the entire measuring range shall not exceed 0.0001 / 12 inches (1.7 arc sec). 3.6 Measuring Force shall be 1N +/- 0.2 N (4 oz +/- 0.8 oz). 3.7 Measuring Probe set The universal probe set Mar Federal model number 7025041 or equal. A probe set shall be consisting of but not limited to the following diameters: Probe Type Diameter Shaft Length Taper 0 - 7.5 mm 24 mm Pin 1.2 mm 75 mm Spherical 2.9 mm 24 mm Spherical 1.9 mm 24 mm Spherical 0.9 mm 24 mm Applicable holding devices, if necessary shall accompany these probes 3.8 Display it shall have a Light crystal display LCD plus alphanumeric and pictograph keypad. The pictograph keys will allow the user to measure a part as described on the key. It shall be capable of making the following measurements. 1. Contacting a surface from above. 2. Contacting a surface from below 3. Determining concentricity or surface flatness 4. Contacting a bore and shaft from above and below. 5. Assessing a bore and shaft 6. Checking a groove horizontally 7. Determining a center of a bore 8. Calculating the distance between two measurement values. 9. Calculating the center between two measurement values. 10. Capable of performing 2D measurements (perpendicularity) 3.9 Interface It will have an RS232 output available for downloading information to another medium. 3.10 Power Supply It shall operate for at least 8 hours on the battery pack. It shall also have an AC adapter so that it can be operated on 120 Volts, 60Hz. 3.11 Weight The system shall be portable and shall weigh no more than 45.5kg (100 pounds). 3.12 Reference Square A reference square shall be provided to set or verify the perpendicularity of the Height Measuring System. This item shall have an accuracy not to exceed 50 minches / 12 inches (0.86 arc sec). It shall be a minimum of 16 inches in height. 3.13 Technical manuals Commercial manuals must include operation and maintenance instructions, theory of operation, calibration procedures and an illustrated parts breakdown. A validation and a verification of the manuals will be required. A calibration procedure must state how the reference standards are used to calibrate the Measuring Height System. All calibration procedures for future recalibration of the height measuring station shall be well documented. All manuals shall be prepared in accordance with CDRL DD Form 1423 and 1664. Ref DID DI TMSS-80527A. 4.0 Testing: This item will be inspected and tested and accepted at destination. The first unit shipped will take up to 45 days for the testing. The first unit is to be shipped to Heath Ohio within 90 days after award. The follow on shipments will continue at a rate of a minimum of 5 each / maximum 35 each until completion. The second shipment cannot be made until requisition numbers are provided by the contracting officer. This is anticipated to be around 60 days after shipment of the first unit. Requisition numbers must be displayed on the shipping container and DD form 250. The item will be checked with test equipment with parameters equal to or better than those required to assure specified performance requirements are met. Test equipment used has first echelon certification directly traceable to NIST where required. Tests will be performed to assure the item meets the requirements of 3.1 through 3.13 of the purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication as is necessary to assure performance as specified herein. Offerors should submit technical proposal sufficient for the Government to make an adequate technical assessment, with their offer to the Contracting Officer. Awarded items will be delivered to various Conus locations. The following clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, FAR 52.212-3, FAR 52.212-4, and FAR 52.212-5. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation. The technical proposal should reference the paragraph numbers listed above. The offer must: (1) be for the items described above; (2) be FOB destination; (3) include a delivery schedule and discount/payment terms; (4) be signed by an authorized representative of the company; (5) include a telephone number, and a facsimile number; (6) state offeror is registered in the Central Contract Registry; (7) include their taxpayer identification number (TIN), DUNS number, and CAGE code.
