- NASA/GSFC is hereby soliciting information about potential sources for "Assuring Web-based Software System Components". The purpose of the work to be performed is to identify, describe, and specify criteria, techniques, methods, and tools that would be sufficient to assess the reliability of Web-based software relevant to NASA. It is stipulated that the assessment of reliability reflects the degree to which software interactions and outputs (based on allowed input data and initial conditions) can be proven, in a mathematical sense, to be correct and consistent with the software specifications. The criteria, techniques, methods, and tools that will be identified, described, and specified during this task will be (when ultimately developed) applicable to assess the reliability of software systems (hereafter referred to as the target systems) implemented (or implementable) in the currently dominant, platform-independent World Wide Web languages (including Java, JavaScript, and PHP). The scope of the work to be performed is limited in the following way: it can be assumed that Extensible Markup Language (XML) definitions/descriptions are known in advance for the data that passes among the target systems. Further, this statement of work does not require the Contractor to actually implement any technique or tool. This research activity will identify, describe, and specify criteria, techniques, methods, and tools for (a) evaluating the interfaces and run-time connections among interacting Web-based software components, (b) determining the semantic correctness of the interactions of Web-based software components, and (c) correctness testing of interacting Web-based software components, including generating data for such testing. In addition, the research will describe the manner in which the criteria, techniques, methods, and tools could be applied. The products to be delivered include written reports that present the results of the research.The deliverables required are as follows: (a) Report that identifies the issues and poses the criteria that are relevant for assessing the reliability of Web-based software (b) Report describing, and presenting the specifications for, the criteria, techniques, methods, and tools that would be sufficient for assessing the reliability of Web-based software (c) Report analyzing, and establishing the efficacy and range of applicability of, the described criteria, techniques, methods, and tools (d) Report describing, and giving examples of, the expected and appropriate application and use of the described criteria, techniques, methods, and tools (e) Report analyzing the effort required to bring representative NASA Web-based software systems into a state or condition where their reliability can be assessed using the described criteria, techniques, methods, and tools (f) Report describing feasible approaches that can be used to develop and implement Web-based software systems whose reliability can be readily assessed using the described criteria, techniques, methods, and tools The Contractor shall submit all reports stipulated above in writing to NASA Goddard Space Flight Center Contracting Officer (CO) not later than the end of the period of performance. At the contractor's option, the reports may be provided not as separate documents but instead as sections of an overall document considered as the final product of the task. On the same schedule, the contractor shall provide an electronic copy of each report in Portable Document Format (PDF).The Government will not furnish or provide the Contractor with any equipment, supplies, or facilities. The period of performance is one year commencing on the date of award. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors who have the requisite capabilities necessary to meet or exceed the requirements stated in this synopsis are invited to submit all pertinent documentation, literature, brochures, references, and other information that support their ability to fulfill all of the Government's requirements stated herein. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
