- Description
- The United Stated Postal Service (USPS) is soliciting proposals from fuel suppliers to provide pumping services of diesel fuel to designated Highway Contract Route (HCR) suppliers at 22 locations in the United States. These HCR suppliers transport mail for the USPS. The fuel provided to these HCR suppliers must be purchased from Designated Fuel Suppliers (DFSs) named by the USPS. In the future, the USPS may add requirements to fuel USPS vehicles at the Hosts as well. The USPS will specify the number and location of the fueling supplier sites and over time may increase, decrease, or change the Host sites. The USPS anticipates awarding multiple contracts to multiple offerors to provide site fueling services for vehicles that are operated by HCR suppliers. This solicitation is intended to procure diesel fueling services within a reasonable proximity (as determined by USPS) of 22 Postal Facilities locations. All references to volumes of fuel are to be considered estimated annual gallons only. There will be no guaranteed minimum quantities either by location or overall. Based upon the best interests of the USPS, the USPS may not award all sites or may not award the total estimated volume to one offeror at a given location. In addition to the facilities listed in Attachment B, the USPS may also be interested in additional Host sites within reasonable proximity (as determined by the USPS) of other large USPS facilities. Fuel supplier must provide fuel facilities and services including ordering, receiving, storing, and dispensing of fuel to all HCR vehicles designated by the USPS. USPS will pay for installation of USPS owned card reader systems to be installed on selected fuel supplier(s) site. All fuel costs, including pumping fees, will be paid to fuel supplier by HCR.
