- Description
- This is a combined synopsis-solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document incorporated provisions, and clauses are those in effect through FAC 09 09-30-2002. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP), FAR Subpart 13.5. The North American Industry Classification System (NAICS) code is 621511 and the small business size standard in number of employees 1,000. This solicitation is being conducted under full and open competition, however all things being equal, preference will be given to U.S. small businesses. Please indicate your business status on your response. The following FAR and AIDAR provisions and clauses apply to this solicitation and are incorporated by reference. FAR 52.212-1 Instructions to Offerors-Commercial Items (Oct 2000); FAR 52.212-2 Evaluation Commercial Items (Jan 1999) (see evaluation factors below); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (July 2002); FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2002); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2002), and AIDAR 752.7000 Marking (Jan 1993). An offer should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The United States Agency for International Development, Regional Mission for Central Asia, in Almaty, Kazakhstan intends to purchase and install 27 sets of virology lab equipment to be provided to laboratories in the five Central Asian republics. The following are minimum requirements: All components must be new, not refurbished, and operate on 220 volt, 50 Hz current and be fitted or supplied with European, 2 prong, grounded plugs, power cords and sockets. Below is the List of Laboratory Equipment required for each of twenty-seven laboratories. 1 Microplate Universal Photometer. 1 Automated Microplate Reader. 1 Low-Temp(22-45o) Incubator, 2.5 CFT. 1 8-channel pipettor, 5.0-50 ul. 1 8-channel pipettor, 50-300 ul. 1 Single channel Pipettor, 0.5-10 ul. 1 Single channel Pipettor, 20-200 ul. 1 Single Channel Pipettor, 100-1000 ul. 1 Water Purification System, 2 position wall mount system. 1 Centrifuge for serum separation. List of consumables required for each laboratory: 1. Cylinders, 100 ml, 12/pk, Qty=1. 2. Cylinders, 1000 ml , 12/pk, Qty=1. 3. Cryovials, 2ml, Sealing lip ? external thread, 100/bg, Qty=50. 4. Centrifuge blood conical leak proof PP tubes, STERILE, 15 ml, 20bgsX25, Qty=10. 5. Tips, STERILE, 20-200 ul, 1000/pk, Qty=6. 6. Tips, STERILE, 100-1000 ul, 1000/pk, Qty=2. Quote shall provide: 1. Unit price based on quantity for 27 laboratories; 2. Brand and model names and technical descriptions; Manufacturer part or catalog number; 3. Identification of any items on the list of equipment, or the list of additional consumables, that are available for ordering from a Federal Supply Schedule. 4. Full text of warranty, including explicit statement of applicability in Central Asia Republics; name, address, telephone and e-mail contact of warranty-service provider in Central Asia Republics. 5. Price for shipping equipment to American Embassy, Almaty, Kazakhstan and American Embassy, Tashkent, Uzbekistan quoted both for shipment via air freight, and via surface (through US Despatch agent). Eight laboratories will be shipped to Almaty and 19 laboratories to Tashkent. Delivery is due within 60 days from the effective date of award. 6. Provision of laboratory technical and/or service manuals (operating instructions, installation, maintenance) as appropriate in Russian language. 7. Description of terms, conditions, and procedures for obtaining spare or replacement parts for equipment provided, both during and after the period of warranty. 8. The contractor will train 2 (two) resident nationals from Central Asia in the appropriate installation, use and maintenance of the laboratory equipment. Trainees will be designated by the CDC/CAR. The quote should provide the price for training of 2 persons and a description of the training content. The contractor should identify the training location (US or overseas) depending on the location of training facilities. Transportation and per diem expenses for participants will be paid separately by CDC/CAR. Training should be completed within 60 days from the effective date of award. 9. Previous experience in the provision of similar or related equipment to agencies of the US government, such as the Centers for Disease Control and Prevention, the National Institutes of Health, the Defense Department, the Food and Drug Administration and other. Order will be placed on or before December 31, 2002. The Government intends to evaluate offers and award a contract without discussions. Therefore the initial offer must contain and meet all the Government specifications and requirements. The Government reserves the right to conduct discussions if the Contracting Officer later determines discussions are necessary. The Government may reject any or all offers and waive informalities and minor irregularities in offers received. The award decision will be based upon, in descending order of importance, price, technical compliance and quality, past performance, and warranty terms. The Government's preference is to award one contract for all items. However, the Government may determine it is more advantageous to place separate orders for line items where there is a significant cost savings available on one or more items. Quotations are due at 10 AM, Almaty time on December 9, 2002. They must be addressed to the Contracting Officer, USAID/CAR, 41 Kazybek Bi Street, Almaty, Kazakhstan.
