- This is a combined synopsis / solicitation notice for the deployment of a COTS product for a Time and Attendance System in support of the United States Capitol Police (USCP) Administrative Systems Modernization Program. The Request for Proposal (RFP) for the Time and Attendance (T&A) System will be a full and open competition. The USCP intends to award a Time and Materials (T&M) contract for the implementation of a T&A System with a 1-year option period for a not-to-exceed period of performance of 24 months. All contractors interested in proposing on this effort are expected to propose a solution that is COTS based and must be able to be interfaced with existing systems. All requirements must be met and contractors are encouraged to propose alternate approaches to addressing the requirements that would result in improved services and/or reduced costs to the USCP. The contractor will be required to provide the proposed application description and features, and address the tasking identified in the RFP. The USCP anticipates a two-phased selection approach. The 1st phase will determine those offerors that are within the competitive range and evaluating those proposals based on the technical capability and the ability to meet the requirements. The 2nd phase will consist of evaluating offerors based on scripted demonstrations. The following identifies the major milestones for the process the USCP has identified regarding the T&A System selection: 1) release RFP; 2) hold bidders conference on May 1, 2003; 3) receive proposals; 4) determine competitive range (CR); 5) evaluate CR proposals; 6) hold scripted demonstrations; 7) evaluate demonstrations; 8) make award. Questions from contractors regarding the RFP must be submitted to the Contracting Officer at USCP_Procurement@cap-police.senate.gov no later than April 25, 2003. The bidders conference will be held at the Holiday Inn Washington – On the Hill, 415 New Jersey Ave., NW, Washington, DC 20001 on May 1, 2003 from 9:00am to 12:00pm. Contractors are limited to 3 attendees and must attend the conference in order to submit a proposal. Any contractor that submits a proposal but did not attend the bidders conference will have the proposal disqualified for this competition. Once the competitive range is determined, the Contracting Officer will notify all contractors and provide additional information to those contractors that are selected for scripted demonstrations. The USCP anticipates no extensions will be given for this RFP. Proposals must be submitted to the Contracting Officer no later than 11:00am on May 5, 2003 or submissions will not be considered for this effort. Proposals may be submitted electronically to the USCP_Procurement@cap-police.senate.gov. Hard copies must be hand delivered, do not use a national carrier for delivery, to the U.S. Capitol Police, 119 D St., NE, Washington, DC 20510, Attn: Karen M.S. Hiltz, OFM, Procurement Division. Verification of receipt is the responsibility of the contractor. Proposals that meet the stated requirements will be further evaluated for past performance and costs.
