Description
This combined synopsis/solicitation is set-aside for small business, commercial items (non-personal services), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. North American Industry Code 238910 with a size standard of $12.0M applies to this procurement. This announcement constitutes only the solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is F23606-03-Q-0005, which incorporates the provisions and clauses as those in effect through Federal Acquisition Circular 2001-12. Department of Labor Wage Determination number 94 ? 2307 Rev (23) is to be used during the contract, www.ceals.usace.army.mil. Period of Performance shall be 90 days. Performance must begin within 5 days after award. A site visit for this project will be at Whiteman AFB on 18 April 2003 at 0900. Attendees will need to meet at the base entrance at the Visitor Center. In accordance with Whiteman AFB regulations, prospective offerors shall submit the names, social security numbers, and vehicle information of attendees. Attendees information may be faxed to (660) 687-4822 ATTN: Travis Wright, no later than 14 April 2003 at 1600 CST. FOB Destination for delivery at Whiteman AFB, MO. Prospective offerors shall be registered in Central Contractor Registration before award, www.ccr.gov. STATEMENT OF WORK: Demolish Rail Road Bridge and Missile Unloading Ramp 1. Rail road bridge to be removed is located approximately 800 LF southeast of Missouri Pacific main line west of the city of Knob Noster MO and south on state route 23, turn west on county road 75 (1st gravel road south of signal light, only goes west) approximately 300 yards to rail road spur and bridge. A. Railroad Bridge is constructed of treated timbers bolted together, approximately 85 FT long and 16 FT high, vertical timbers have restrained dead trees, limbs, and brush creating stream blockage and backing up of storm water. B. Ties and salvageable timbers shall be dismantled and delivered to RRRP located on Whiteman AFB during duty hours Monday through Friday. Vertical timber supports shall be terminated at least 2 FT below stream grade to prevent trash back up. Work shall also include removal of existing backed up debris, reshaping, and stabilization of stream banks and establishing a stand of grass on disturbed areas. C. Missile unloading railroad dock to be removed is located on WAFB as facility # 100, near north water tower. Unloading ramp is constructed of approximately 1 ft. width concrete retaining wall, approximately 5 ft above ground level at north end and tapers to approximately 1 ft. high and is 76 ft long. Ramp is soil filled with approximately 8-inch thick 16 ft. wide by 76 ft. length concrete paved surface. Face of ramp is approximately 5 ft. above grade 16 ft. wide, tapering down 16 more feet to 2 ft. above grade. No record of as-builds exists to determine footing depth and width. Contractor shall break up and remove from base all reinforced concrete walls, footings, and rubble, restore site to conduct a positive drain and establish a mow able stand of grass. 2. All construction shall be accomplished in accordance with Whiteman AFB safety regulations, Federal or State regulations, OSHA regulations and local codes, special care and consideration regarding adjoining property and complete restoration should damage occur.
