Description
This acquisition is being offered for full and open competition subject to North American Industry Classification System (NAICS) 238110 and Standard Industrial Classification (SIC) 1771 with a size standard of $12 million. Small Disadvantaged Businesses, Disabled Veteran Small Businesses, and HUBZone Certified Businesses are encouraged to participate. The project is located at F.E. Warren AFB, WY. The Contractor shall furnish their proposal of effort to provide all plant, labor, materials, and equipment and perform all required work to repair the launcher closure door rail support system at two launch facilities in Weld County and one launch facility in Logan County, Colorado. Specifically, the launch facilities to be repaired are Lima-06 (L-06), Mike-09 (M-09), and Mike-11 (M-11). Each launcher closure door rail support system consists of reinforced concrete cantilever beams, concrete slab on grade and imported soil material. The support systems at each of the sites have exhibited various signs of distress. These include cracking of the beams, and for several of the support systems, displacement of the slab is also evident. Because of these distresses, at least two of the closure doors will not open completely, due to interference from the displaced slabs. To deter further failure and maintain the integrity of the LF support system, it is necessary to repair the beams and the concrete slab. The scope of work includes, but not limited to, removal/replacement of portion of concrete slab (portion removed varies), removal/replacement of top 6? of support beams, removal/replacement of portion of support beams (L-06 only), adjustment of LF rails, excavation, installation of two dewatering wells and adding and compacting structural fill. Contract personnel shall be currently licensed in their field of expertise in the State of Colorado. All work shall be performed in accordance with Weld County, Colorado regulations and any applicable state and federal regulations. All Logan and Weld County, Colorado, applicable state and federal permits (with the exception of the Permit to Construct), will be provided by the Contractor. The performance period shall be 45 days (level one repair) to 60 days (level two repair) per site. Two sites are considered level one repair while the other one is considered level two repair for a total performance period of 150 calendar days. There is a winter exclusion period for this project. Magnitude of this project is between $250,000 to $500,000. The negotiation technique to be utilized for the contemplated award of the issued solicitation is a Request for Proposal-Performance Price Trade-Off (PPT). Under PPT, past performance will be evaluated. Issue date for this solicitation is anticipated to be on or about 1 to 15 May 2003 with closing date 30 calendar days after issuance. This solicitation will be available via the Internet at the following address: http://www.eps.gov. At the home page select the EPS for Vendors. Active solicitation will be listed in accordance with their date of issuance.
