- SYNOPSIS AND REQUEST FOR INFORMATION/SOURCES SOUGHT: PEO IWS-4 is presently formulating requirements for the conversion of AN/SLQ-32(V) Countermeasures Set Technical Manuals (TMs) from electronic data to Class 4 IETMs using a NAVSEA Document Type Definition. The Government is attempting to identify the best approach that will enable equipment users and maintainers to use the IETMs in a shipboard environment. The users and maintainers have a desire for selectable printing. Further, the IETMs must include embedded training capability and be compatible with the US Navy direction toward Automated Electronic Classroom. Additionally, PEO IWS-4 is searching for a conversion effort that will include delivery of the non-proprietary database and runtime in a format that private or organic activities will be able to perform life cycle maintenance for the IETMs. In order to better de fine program acquisition strategy and a cost/schedule/performance baseline, the Naval Surface Warfare Center, Crane Division, acting at the direction of the PEO IWS-4 Program Manager is soliciting inputs from potential sources relative to the solicitation approach that will aid the PEO in determining the best value to the Government in regards to a non-proprietary conversion of paper system Technical Manuals (TMs) to Interactive Electronic Technical Manuals (IETMs). The effort will involve the conversion and tagging of electronic data for approximately 41,000 pages of text, tables, schematics, drawings, figures, fault isolation procedures, and cable running sheets. In order to be useful for program planning decisions, any inputs need to be received no later than 9 May 2003. Respondents should include a Plan Of Action and Milestone that includes a listing of all tasks and expected start times and duration. Input be in submitter format but include sections that deal with: proposed approach, advantages, disadvantages, authoring tool to be used, Automated Data Processing equipment requirements if approach were to be implemented, training requirements for use of authoring tools, ability by US Government to maintain IETMs, timeline for IETM development, Rough Order of Magnitude cost, and specific delivery schedule. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
