Description
NAICS Code: 541519. The Space and Naval Warfare Systems Center, San Diego intends to award an indefinite-delivery, indefinite-quantity type contract with cost plus fixed fee pricing to Scientific Solutions, Inc. (SSI) at 99 Perimeter Road, Nashua, NH 03063. The procurement will be conducted using other than full and open competition pursuant to FAR 6.302-1. The proposed contract will provide support for the marine mammal mitigation (HF/M3) sonar installed in the Surveillance Towed Array Sensor System (SURTASS) Low Frequency Active (LFA) arrays on the T-23 and R/V Cory Chouest. This support includes software and hardware maintenance, fleet training, and support of the eventual transition of these activities to the fleet. In addition, the contractor will be required to perform government-approved upgrades to the two installed HF/M3 sonar suites (hardware or software) as needed to resolve issues that may arise from fleet usage and to provide integrated logistics and program management. support. SSI designed, fabricated, and integrated the hardware and software suites that constitute the HF/M3 sonar and is the only one contractor that has the necessary knowledge of the system for the required support. The government does not have engineering drawings, source code, procedures, or processes that could be given to another contractor. The anticipated period of performance is a five year base period with no options. The estimated level of effort for the five year base period is 4870 labor hours. This notice of intent is not a request for competitive proposals. See numbered notes 22 and 26.
