- Description
- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for Soil Conservation Technician services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most cost effective method of providing this service for the listed locations in West Virginia. These services are currently being performed by Government personnel. In accordance with OMB Circular A-76, commercial offers will be compared with the Government’s costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. The work consists of providing the services of a Soil Conservation Technician at three (3) locations; Morgantown, Beckley, and Gassaway, West Virginia. The services generally to be provided include the Soil Conservation Technical Services task requirements that are identified in the Request for Proposal (RFP) that support the Natural Resources Conservation Service. The Contractor’s work may be tasked in support of the NRCS Local or State office. The Contractor shall serve as a technical member of an interdisciplinary natural resources team that is compiled for specific projects or to perform individual projects as assigned. Individual tasks may be small in scope such that a single individual performs them or larger where group performance is required. As such, the Contractor is still responsible for the management of the work, technical supervision, and quality control of the work. Assigned tasks will be consistent with the designated complexity of work as identified in the qualifications of personnel. The Contractor soil conservation technical tasks will generally consist of assisting others, collecting data, modifying or preparing limited design adaptation, applying accepted conservation practices, preparing reports, conducting training, and coordinating/communicating with conservationists, engineers, customers and other NRCS personnel. Specific task classification managed in this Functional Area will be specifically identified in the Request for Proposal. The lowest price technically acceptable selection process will be used with any resulting award being firm-fixed price performance based service contract. Firms will be evaluated based on the evaluation criteria listed in the request for proposal to determine technical acceptability. The NAICS Code is 541990. The solicitation will be available on or about April 21, 2003, and can be downloaded from this web site. Hard copies of the solicitation document will NOT be available. All capable responsible sources may submit a proposal, which shall be considered by the Agency. The U. S. Government reserves the right to retain the work in-house and make no contract award.
