- Description
- This is a synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Under Statutory Authority 41 U.S.C. 253(c)(1) and IAW FAR 6.302 and VAAR 810.005, the proposed contract action is for services for which the Government intends to solicit offers to provide project management, labor and material to repair/upgrade an existing elevator with inherent components to ensure safe conditions and optimum reliability and minimum maintenance; Contractor shall furnish project management, labor and materials and complete repair/upgrade project within 120 calendar days of Notice of Award. Note that successful Contractor will be required to restore to operation within 8 hours if a government emergency occurs. Base Line Item is elevator repair/upgrade with Contractor furnishing complete wiring, controls and programming, etc., in accordance with NEC, standard industry practice, and all other applicable codes and standards for industrial electrical installations to effect and place in service a fully operable elevator system; Alternate Line Item #1 is new ADA car station and hall call stations with new ADA compliant door detectors; Alternate Line Item #2 is replace existing damaged hardwood elevator floor with new hardwood maple or equivalent floor; items awarded will be based on funds availability and the government may not buy all line items. A mandatory site walk is scheduled for Tuesday, April 15, 2003 at 9:30 am DST. Meet at Fort Snelling, Bldg. 222, St. Paul, MN. This procurement is being conducted under FAR Subpart 13.5 Test Program; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Par 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. Solicitation #RFQ 618-98-03 is assigned as Request for Quotation (RFQ). Firms may identify their interest and capability to respond to this requirement by 2:30 p.m., April 25, 2003 (date for receipt of proposals). All responsible sources that can meet these requirements and provide services as listed may respond to this solicitation by submitting cost and technical proposals; include location and past performance history; additional evaluation factors are experience with projects of similar scope; knowledge of services, key people to be used, etc. NAICS code is 238290 and the small business size standard is $12 million. Award will be to a single vendor with a firm fixed-price contract, FOB destination with payment in arrears on certified invoice. The government will award to obtain the best value for the government, price, price-related factors and technical capability and past performance being considered and are approximately equal. Incorporated clauses and provisions are those in effect through FAC 2001-13 and are applicable to this acquisition; Offerors must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items, with his/her offer. Service Contract Act Wage Determination 94-2287 (Rev 23) dated August 23, 2002 is applicable to resultant contract.
