- The Air Force Flight Test Center, Directorate of Contracting, Edwards Air Force Base California, intends to award a sole source purchase order to Enerdyne Technologies, Inc., 1935 Cordell Court, EL Cajon, CA 92020. The purchase order includes Contract Line Item Number (CLIN) 1: 11-each; P/N#: DEC1000R050000; Decoder, 1000- Series Digital Video Compression (Color). Salient Specifications for a Ground. Color Video Compressor Decoder 1.0 GENERAL: 1.1 Description: The color video compressor decoder shall accept the digitized and compressed NRZ-TTL level data from the encoder's output and convert the signal back to its original standard NTSC color dialog television picture. This signal shall be capable to be displayed on a standard TV monitor and/or recorded on a standard VCR. Unit must have the PCM Data Option. 2.0 FUNCTIONAL: 2.1 Inputs. Clock and data inputs signals shall be TTL level NRZ-L with input impedance of 75 Ohms. 2.2 Data Polarity shall be normally non-inverted in relation to the polarity of the airborne encoder output and both clock and data shall be capable to be inverted. 2.3 The unit shall operate with a rising clock edge (measured at the 50%point), coincident with and up to 90? following the onset of data. 2.4 Cropping. 4 steps must support 04 and 05. 2.5 Digital Data inputs. W-L clock and data, TTL or EIA-422 levels. 2.6 Communications Port. EIA-232C at 9600, 4800, 2400, 1200 or 300 baud. 2.7 Resolution. 560,280 or 140 pixels per line. 2.8 Compression. Unit shall use the ADVS compression algorithm. 3.0 ANALOG OUTPUT: 3.1 Video Outputs 3.1.1 The video signal shall be three outputs of composite Y/C NTSC or PAL, 1 Vp-p into 75 Ohms NTSC. 3.2 Y/C 3.2.1 The video signal for Y shall be luminance, standard NTSC and for C shall be Chroma, NTSC color standard. 3.2.2 The amplitude for Y shall be 0.7 -2.0 Vp-p and for C it shall be 0.3 volts p-p. 3.3 PAL 3.3.1 The video signal shall be CCIR 625 lines/frame; 50-fields/set monochrome or PAL color standard. 3.3.2 The input impedance shall be 75 Ohms nominal 3.3.3 The amplitrrde shall be 0.7 -2.0 Vp-p. 4.0 POWER REQUIREMENTS: 4.1 The unit shall use a universal power supply, which shall accept voltages from 95 to 265 VAC and from 44 to 440 Hz without modification. 4.2 The operating power shall be from 120 Volts, 50 or 60 Hz. 4.3 The power section of the ground-based unit shall be protected from typical range of power supply fluctuations. Signal ground and case ground shall be separate and isolated from each other. 5.0 BIT RATE: 5.1 The unit shall automatically determine from the codes transmitted from the encoder in the vertical data channel what is being send and automatically adjust to decode the data accordingly. 6.0 PROGRAMMING: 6.1 The unit shall have an external RS-232 I/O programming port at the rear panel. This post shall allow data communications to an external check type diagnostics and shall be able to change any required software parameters for the system 6.2 Memory in the unit shall be on an EEPROM as to retain all program(s) in memory after power-down. The unit shall not contain any internal batteries and shall self-configure upon power-up including all required set-up and maintenance software. 7.0 DATA MULTIPLEX CHANNEL: 7.1 The unit shall allow the external asynchronous PCM data to be stripped out from the digitized video data in data package format. The unit shall accept the data package in burst mode format and output the data as PCM NRZ-L TTL level data at rates from 100 Hz to 5 MHz. 8.0 CONNECTORS: 8.1 The power connector shall be a standard filtered and ground three terminals internationally approved socket type, which accepts a molded, detachable power cord IEC type. 8.2. The RS-232 serial communication port shall be a 25 pin "D" female connector. 8.2 The video output, Data and Clock input connectors shall be BNC type. 9.0 MECHANICAL: 9.1 The dimensions of the unit shall not exceed 19-inch rack, 5.25 inch high, 12 inch deep. 9.2 The weight of the unit shall not exceed 11.7 Lb 9.3 The unit shall operate and perform its required functions from -20? C to +70? C. Solicitation Number#: F04700-03-T-0038. F.O.B Destination. This is a 100% small business set aside acquisition and consists of Enerdyne part numbers. Standard Industrial Classification (SIC) code is 3663. NAICS Code is 334220. Size Standard is 750.
