Description

This is a pre-solicitation notice to elicit Historically Underutilized Business Zone (HUBZone) businesses to compete in Artesia Federal Law Enforcement Training Center (FLETC) Security Services including daily twenty-four hour per day protective services of federal property and personnel using mobile armed patrol services, entry/exit controls, traffic control, and dispatch and response to security incidences. The intended contract is expected to begin on 1 October 2003 through 30 September 2004 with four additional one-year option periods. The services will be performed at the Artesia FLETC in Artesia, New Mexico. This procurement is a 100% HUBZone small business set-aside. The North American Identification Classification System (NAICS) code is 561612 with a size standard of $10.5 million average annual receipts. The successor Contractor will pay wages in accordance with the Collective Bargaining Agreement (CBA) between Basic Contracting Services and the Industrial Technical and Professional Employee?s Union (AFL-CIO). The CBA will be included in the solicitation that is expected to be posted on http://www.eps.gov during the week of 13 July 2003.
