Description

The purpose of this Firm Fixed Priced (FFP) purchase order is to procure a video of the A-73 Project for the National Oceanic and Atmospheric Administration (NOAA), Office of Public Affairs, Constituent and Intergovernmental Affairs (OPCIA). The A-73 project is a joint effort by NOAA and The Canadian Department of Fisheries (CDF) in the first ever rescue of a baby Orca. This action is being completed on a sole source basis, under the authority of 41 USC 253 (c)(1) - only one responsible source. The intended vendor is Visual Concepts Media, Inc., 204 West Newberry Road, Bloomfield, CT 06002. Visual Concepts is uniquely qualified to perform these services because they were integrally involved in the rescue effort and have already compiled and catalogued footage of the rescue and interviews with those involved in the process. The estimated price for this requirement is not-to-exceed $40,000. The period of performance will be from the effective date of the purchase order through September 22, 2003. Any of vendor that would like to perform these services must provide a capabilities statement to the Contracting Officer (NOAA/NFA/External Customers, SSMC IV, Attn: Loren M. Sunell, 1305 East West Highway, Silver Spring, MD 20910) no later then April 18, 2003. Proposals shall be submitted by 2:30 p.m. on April 29, 2003. The proposal shall include a technical narrative describing how the work described in Attachment A - Statement of Work will be performed, a schedule of deliverables and delivery dates, and a cost breakdown associated with the deliverables. The total proposal should not exceed 10 pages. Two original proposals and one electronic copy (loren.sunell@noaa.gov) shall be submitted to the Contracting Officer.
