- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to procure alterations to the Hollings Marine Laboratory, Fort Johnson, James Island, Charleston, South Carolina. The Contractor shall furnish all labor, material, equipment and each and every item of expense for the following work including but not limited to, demolition of existing walls, floorings ceilings, doors, frames, lab equipment, electrical and mechanical systems, construction of new drywall partitions, new doors, frames and hardware, new acoustical lay in ceilings, new sheet vinyl floor coverings, new painting, new interior signage, fire extinguishers with cabinets, new lab equipment, environmental chambers, laboratory gas piping systems, HVAC system modifications, plumbing, waste systems and other associated plumbing, mechanical and electrical work. The size of project is between $1,000,000 and $5,000,000. This is a 100% small business set aside. The NAICS code is 236220 and the small business size standard is a maximum of $28.5 million average annual gross revenue for the last three fiscal years. The Government intends to award a firm-fixed price contract to the responsible offeror whose proposal represents the best value to the government following the evaluation of technical and cost proposals. The offerors will be evaluated based on experience with similar types of construction, past performance, proposed schedule and cost. Similar experience is considered to be work at similar wet labs, lab portions of hospitals, work in areas of pharmaceutical facilities that have rigorous environmental controls, and college labs, construction work which demands rigorous construction quality to insure a constructed facility properly built to insure lab worker safety, and proper, controlled research. Direct experience with construction of environmental chambers, Biosafety Level 3 Labs and knowledge of Center for Disease Control criteria "Biosafety in Microbiological and Biomedical Laboratories", 4th Edition, May 1999, will be given the highest technical credit. The Government considers the relative importance of an offeror's technical capability to be significantly more important that its price. The completion time for this project is a maximum of 150 calendar days. Variations in the completion date proposed by the offeror will be evaluated. It is anticipated that the solicitation package will be available on or about April 29, 2003. Proposals are estimated to be due on June 10, 2003. All responsible sources may submit a proposal which will be considered by the agency. Copies of the solicitation documents are limited and will be issued on a first-come, first-served basis.
