- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is DEA-03-R-0029 the solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation Circular 01-12. The Standard Industrial Classification (SIC) is 238160 and the size standards is $12.0 million. This requirement is 100% small business set aside. The Drug Enforcement Administration intends to issue a contract under the test program described in FAR 13.5 for repairs to existing roof at the Drug Enforcement Administration (DEA), El Paso Intelligence Center, El Paso, Texas. The proposed contract period is a base year and four (4) twelve month option periods. The maximum amounts are provided herein as estimates only, and are not guarantees of total numbers of items to be purchased under this contract. The specifications for the roof repairs are: Statement of Work (SOW) PART 1 ? GENERAL, A.REFERENCE. The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only. American Society for Testing and Materials (ASTM), ASTM D 4637, (1987) Vulcanized Rubber Sheet Used in Single-Ply Roof Membrane. FACTORY MUTUAL ENGINEERING AND RESEARCH (FM), FM P7825 (1993: Supple I. II &III) Approval Guide. FEDERAL SPECIFICATIONS (FS) FS FF-N-105, (Rev B; Int Am 4) Nails, Brads, Staples and Spikes: Wire, Cut, and Wrought. FS HH - I - 1972/3, (Basic; Notice 1) Insulation Board, Thermal Polyurethane or polyisocyanurate Faced with Perlite Insulation Board on One side and Asphalt/Organic Felt or Asphalt/Glass Fiber Felt on the Other Side of the Foam. FS HH - I - 1972/3 (Basic; Notice 1) Insulation Board, Thermal, Polyurethane or Polyisocyanurate Faced with Perlite Board to Both Sides of the Foam. UNDERWRITERS LABORATORIES (UL) UL 580 (1988: Rev Dec 1989) Tests for Uplift Resistance of Roof Assemblies. UL790 (1983: Rev Thru May 1993) Tests for Fire Resistance of Roof Covering Materials. B. SUBMITTAL. Government Approval is required for submittal with a 'GA" designation, submittal having an "FIO" designation are For Information Only. 1. Details - Roofing Systems- Elastomeric Roofing (EPDM), GA. Details showing size of sheets, position of sheets and splices, flashing details, fastening patterns where applicable for insulation and membrane sheets, and expansion joint details. 2. Instructions ? Installation of EPDM, FIO. Manufacturer's instructions for preparing and installing the membrane, flashing, seams, and insulation, nailers and other accessories. 3. Statements: a.Protection Plan - FIO. The protection plan shall show areas/equipment to be protected, type of materia used; a plan to protect the membrane/equipment from damage until completion of work by other trades, and a description of the method of repairing the roofing. b. Inspection - FIO. The inspection procedures for substrate suitability including curbs, and insulation installation, prior to start of the work. Inspection procedures during and after placement of the membrane, and after completion of work by other trades. 4. Certificates, a. Materials - FIO.Certificates of compliance attesting that materials meet specification requirements. The certificates shall list the components required for the specification rating. b. Qualifications - FIO. Submit written certification that the manufacturer has a minimum of 5 years experience manufacturing EPDM roofing and that the roofing system applicator is approved by the manufacturer and has a minimum of 3 years experience as an approved applicator. The certification shall include the names, training, and work experience of the installers and their supervisor. A list of installations using the same products and applicator as pro-posed shall be included. C. GENERAL REQUIREMENTS. Existing roof Areas 3 & 4 (approx. 43,317 sq. ft.) that will be repaired shall be replaced with a Elastomeric Membrane Roofing System (EPDM) complete and shall be fully adhered to the roof surfaces indicated. Demolition shall be to remove membrane to the top of roof insulation and to include replacement of all damaged insulation. New roofing membrane sheet widths shall be consistent with membrane attachment methods and wind uplift requirements, and shall be as large as practical to minimize joints. Membrane shall be free of defects and foreign materials. Flashing work shall be coordinated to permit continuous roof-surfacing operations. Insulation shall be applied and weatherproofed shall be included if applicable. See attached drawing of roof for more details. 1.Delivery and Storage - Materials shall be delivered to the jobsite in the manufacturer's original, unopened packages, clearly marked with the manufacturer's name, brand name, and description of contents. Materials other than ballast shall be stored in clean, dry areas. Storage temperatures shall be as specified by the manufacturer. Materials other than ballast stored on the roof shall not exceed one day's supply and shall be distributed so as not to exceed the live load capacity. 2.Fire Resistance -The completed roof system shall be rated Class A as determined by UL 790 or Class 1 as determined by FM P7825. Compliance of each components of the roofing system shall be evidenced by label or by written certification from the manufacturer. 3. Wind Uplift Requirements - Wind uplift resistance of the complete roof assembly shall be rated Class 90 in accordance with FM P7825 or Class 90 in accordance with UL 580. 4. Warranty - Manufacturer's standard warranty for 15 years shall be furnished. Warranty shall provide for repair or replacement of the complete roofing system, including insulation and flashing, if leaking is caused by defects in materials or workmanship. Also, the Contractor shall furnished a 2 year installer's warranty. PART 2 ? PRODUCTS A.ADHESIVES. Adhesives splicing cements, solvents, and sealants shall be as recommend by the membrane manufacturer. B. FASTENERS. Fasteners for sheet-metal flashing shall be corrosion resistant steel annular type nails or screws. Fasteners for anchoring the roofing membrane shall be as approved by the membrane Manufacturer and identical to those used to obtain the wind uplift rating. C. FLASHING. Flashing shall be of ultra-violet resistant materials as recommended by the membrane Manufacturer. Prefabricated shaped flashing shall be used where possible. Sheared edges of metal flashing that contact the membrane shall be turned into a tight hem. D. MEMBRANE. Membrane shall conform to ASTM D 4637, Grade 1; Type 1 (EPDM), Class U 0.060-inch minimum thickness. E. PREFABRICATED ACCESSORIES. Equipment/pipe seals, and expansion joints covers shall be types and sizes recommend by the membrane manufacturer if they need to be replaced. PART 3 ? EXECUTION A. ENVIRONMENTAL CONDITIONS. Membrane shall NOT be installed in high wind, inclement weather or when there is visible ice, frost or moisture on the deck or membrane. Unless otherwise specified by the manufacturer, membrane shall not be installed when air temperature is below 40 degrees F or within 5 degree F of the dew point. B. PREPARATION. The substrate of any section of the roof shall be repaired and suitable for insulation and membrane installation. Surfaces against which membrane is applied shall be smooth, clean, and free from dirt, water, oil, grease, sharp edges, and construction debris; all joints over 1/4-inch wide shall be sealed; joints over lA inch between insulation boards shall be filled with the same insulation. C. REPAIRS/DETAILS/INSTALLATION. All repairs/installations shall comply with the manufacturer's approved instructions, except as otherwise specified. 1. Flashing - Edges of membrane, projections through the roof and changes in roof planes shall be flashed. The splice shall be sealed a minimum of 3 inches on each side of the fasteners which attach the membrane to nailers. The installed flashing shall be fastened at the top of the flashing a maximum of 12 inches on center under metal counter-flashing or cap. 2. Expansion Joints - Expansion joints shall be covered using prefabricated covers or elastomeric flashing in accordance with the manufacturer's recommendation if needed. 3.Membrane (EPDM) - Membrane shall be applied in accordance with the manufacturer's instructions and the following requirements. Membrane shall be spliced to adjoining sheets using minimum 3-inch wide laps. Direction of lap shall be such that water flows over lap. Membrane joints shall be free of wrinkles or fishmouths. Mating surfaces of joints shall be cleaned. Joints shall be inspected over entire length after completion and defective areas resealed where necessary to provide a watertight installation. Damaged areas already repaired shall be removed and replaced with new materials, lapping underlying membrane by at least 3 inches on all sides. 4.Walkways ? Removed and reinstalled all existing commercial pavers on a loose-laid pad of the membrane material extending at least 1 inch beyond the walkway material, and as specified by manufacturer's instructions. 5. Cutoffs - Cutoffs shall be installed if work is ended before an area of roof section is complete repaired. The insulation line shall be straightened using loose-laid cut insulation and the membrane shall be sealed. Membrane shall be pulled free or cut to expose the insulation when resuming work, and cut insulation sheets used for fill-in shall be removed as necessary to maintain the staggered pattern. 6. Insulation -Insulation shall be a standard product of a EPDM Roofing System and shall be factory marked with the manufacturer's name or trade mark, the material Specifications number, the R-value at 75 degree F. And the thickness. Minimum thickness shall be as recommended by the manufacturer. Boards shall be marked individually. The thermal resistance of Insulation shall be not less than the R-value. The minimum thickness of tapered insulation shall be in accordance with the insulation manufacturer's recommendations for the substrate on which the tapered insulation is to be installed/replaced and shall not allow condensation within the insulation. Insulation and fiberboard shall contain the highest practicable percentage of materials that has been made of 7. Roof Drains -Roof drains shall be repaired and work-on as per manufacturer specifications and recommendations. Reinforced EPDM membrane must be fastened with seam fastening plates no more than 12 inches on center when the tapered insulation at the drain sump is greater than 3 inches to the horizontal foot. Cut reinforced membrane even with top edge of the drain sump. Use non-reinforced EPDM membrane as a surface splice and extend into drain clamping ring. Locate edge of the surface splice out of the drain sump at least 6 inches in all directions onto the horizontal membrane. Insulation taper shall not be steeper than 6 inches in 12 inches horizontal. HP locking seam plates or polymer seam plates are required in lieu of seam fastening over steel decks if drains are remove for repairs and reinstalled. D. PROTECTION OF REPAIRED ROOFING. The roofing membrane shall be protected from damage by other trades. After completion of work by other trades, the protection shall be removed and the roof shall be inspected. Any damage shall be repaired in accordance with recommendation of the roofing manufacturer. E. INSPECTION. The Contractor shall establish and maintain an inspection procedure to assure compliance of the installed Elastomeric Roofing with the contract requirements. The procedures shall include a checklist of points to be observed. Any work found not to be in compliance with he contract shall be promptly removed and replaced or corrected in an approved manner. Quality control shall include, but not be limited to, the following: 1. Observation of environmental conditions; number and skill level of roofing workers; start and end time of various tasks; readiness of substrate for application of roofing. 2. Verification of compliance of materials before, during and after installation. 3. Inspection of insulation, nailers, flashing, penetrations and work requiring coordination with roofing. 4. Inspection of membrane placement, splicing, and attachment. 5.Inspection of placement of walkways. A roofing technician responsible directly to the Contractor and experienced in the construction of Elastomeric Roofing and related work shall perform the inspection functions and be on the site whenever roofing operations are in progress. The actual inspections shall be documented and a copy of the documentation furnished to the Facilities Office at the end of each day. E. REMOVAL. Unless otherwise specified and insofar as is practicable, items and materials shall be removed in a manner inverse to that used in the placing of the items and materials on the roof. Care shall be taken during removal operations to prevent any unnecessary damage to the roof. Any unnecessary damage to the roof resulting from the Contractor's operation shall be repaired at the expense of the Contractor and to the satisfaction of the Facilities Office. Equipment/items to be reinstalled shall be installed after work called for under other sections of these specifications has been completed. All items which are to be removed and then reinstalled shall be carefully removed and protected until reinstalled. F.DISPOSAL. Rubble, scrap, and all other debris shall be removed and disposed of by the Contractor, as approved by the Facilities Office. Upon completion of the work day all staging and containers shall be removed from the roof/site or destroyed as approved. All materials upon surfaces shall be removed and the entire job left. All activities of the Contractor and his employees while on Fort Bliss reservation or government-controlled property, shall be conducted in strict accordance with all Post Regulations. The Contractor shall acquaint himself with all Post Regulations in advance. The contractors shall perform services during the following working hours: 7:00 a.m. to 5:00 p.m.. All activities beyond schedule work hours shall be coordinated with the Facilities Office. Weekend/Holiday work (7:00 a.m. to 5:00 p.m.) shall be coordinated and is subject to approval by the Facilities Office. The contractor and contractor employees shall be subject to the security requirements of DEA/EPIC. All such employees will submit a completed Standard Form 85 to EPIC's Facilities Office five days prior to start of work at the facility for a background investigation. Care will be taken by each employee in providing accurate and up to date information when completing form. DEA/EPIC reserves the right to refuse and/or terminate the service and access of any contract employee whom is or may be judged a security risk. The Facilities Office will informed the contractor of any objections concerning specific applicants or employees. The contractor shall protect all Government, private property and equipment located outside and inside at EPIC. All areas, where work is performed, shall be kept clear of debris and all areas shall be cleaned daily at the end of each day's work. Contractor's work area shall be subject to daily inspection by EPIC's Facilities staff. Contractor's equipment and materials shall not be stored on the job site unless otherwise approved by the Facilities Office. The roof plan will be available upon request. The work shall be performed at the following location: DEA/El Paso Intelligence Center (EPIC),11339 SSGT Sims Street, EL Paso, Texas 79908-8098. The contractor shall visit the job site and verify the specifications and square footage prior to submission of proposal. All prospective offerors are urge to inspect the site where the services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the price of contract performance to the extent that the information is reasonably obtainable. A site survey is scheduled on Wednesday, April 23, 2003. The location for the site survey is: El Paso Intelligence Center,11339 SSGT Sims Street, EL Paso, Texas 79908-8098. The U.S. Department of Labor (DOL) Wage Determination Number 1994-2511 is applicable for this requirement. The wage determination specifies the minimum hourly rate of wages that shall be paid to contractor employees. The rate has been determined by the Secretary of Labor in accordance with the provisions of the Service Contract Act of 1965, as amended. The Contractor shall posses all appropriate licenses for the type of work to be performed. All shall be accomplished as per the recommendations of the manufacturer's standards and specifications. The following provisions are applicable for this requirement. The provisions at 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. For the purpose of 52.212-2, evaluation will be based in order of importance: Factor 1 -Technically acceptable, Factor 2 ?Past Performance: The offeror shall demonstrate his past performance experience.; Factor 3- Price/Cost will be evaluated on the basis of cost/price realism and for reasonableness. The contractor shall separate direct labor cost, materials, equipment and other costs as appropriate. Offerors are required to provide a complete copy of the provision at 52.212-3, Deviation-Offeror Representations and Certifications-Commercial Items. The Government will assess the extent to which each offeror complied with the instructions in this synopsis/solicitation. The Government intends to make a single award to the responsive, responsible offeror who offer conforming to this synopsis/solicitation will be the most advantageous to the Government. Parties responding to this solicitation may submit their proposal in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.), but must include the following information: Companies complete mailing address and remittance address, discounts for prompt payment, if any (e.g. 1% 10 days), delivery/availability of products, in accordance with the Governments stated requirement, the Companies Dun & Bradstreet number, and the Taxpayer Identification Number (TIN).
