Description
NA The Virginia Air and Army National Guard will issue a Request for Proposal (RFP) that consists of one solicitation with the intent to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order Contracts for construction. The scope of work inc ludes, but is not limited to, new construction, repair, alteration, and demolition of existing facilities, design, to include design build, and construction work based on full plans and specifications for facilities within the State of Virginia. This solic itation is being advertised on a restricted basis inviting proposals only from contractors certified in the Small Business Administration 8(a) Business Development Program and served by the Richmond district office. It is a competitive 8(a) procurement. T he applicable NAICS Codes are 236, 237, and 238 and the corresponding size standards are $28.5M (NAICS 236 and 237) and $12.0M (NAIC 238) average annual receipts over the last 3 fiscal years. Facilities are defined as 1) nonresidential building constructio n for industrial buildings and warehouses; 2) nonresidential buildings, other than industrial buildings and warehouses and; 3) other non building areas such as roads, flight lines, parking areas. Project work may include but is not limited to the followin g disciplines: asphalt and concrete paving, carpentry, roofing, excavation, interior renovation, electrical, plumbing painting, demolition, masonry, heating, ventilation, air conditioning, asbestos abatement, lead based paint removal and carpet installatio n. The work areas of consideration are Air and Army National Guard facilities located in the State of Virginia that includes, but is not limited to, Sandston, Virginia Beach and Blackstone areas. In addition, other Federal Government agencies within the State of Virginia may use this contract with approval of the Contracting Officer on a case-by-case basis. The pre-proposal conference will be held on 22 May 2003 at the Virginia Air National Guard Base, Sandston, Virginia. This conference will begin at 1 0:00 AM. The conference will be held in the Base Civil Engineer conference room, building number 3629. Contact Randal Sweet for additional information (804) 236-6354. For the purpose of obtaining entry on to the military installation for the pre-proposal conference, please provide the following information not later than 3:00 PM, on 20 May 2003 via email to randal.sweet@varich.ang.af.mil : 1) Firm name and telephone number, 2) Visitor's Name and SSN, 3) Visitor's Home Address, and 4) Citizenship. The furnishing of the above informa tion, including your social security number, is voluntary. However, your failure to furnish all or part of the information requested may result in the Government's denial of your access to the pre-proposal conference. Any of the above information furnished by you and protected under the Privacy Act shall not be released unless permitted by law and/or you have consented to such release. Upon receipt of the information, our office will submit a letter to the Base Security Forces authorizing your entrance. Vis itors must report to the installations main entry gate. To obtain your one-day vehicle pass, you will be required to present the following information: (1) vehicle registration, (2) valid drivers license, (3) current insurance card, and (4) car rental agre ement, if applicable. Attendees at the pre-proposal conference are cautioned that the Government will not wait for anyone who is late or lost and will not hold another pre-proposal conference. Any questions concerning this RFP after the pre-proposal confer ence are to be submitted in writing to randal.sweet@varich.ang.af.mil or via facsimile transmission to (804) 236-6922. It is preferred that questions be emailed (please clearly indicate your company name, point of contact and question) vice faxed. Reponses to questions are not considered changes to the RFP as the only way the RFP can be modified is through an amendment that will be issued on the web site. Questi ons submitted less than 10 calendar days prior to the closing date may not be addressed before closing date; therefore, offerors are advised to submit questions as soon as possible. The Government intends to award multiple contracts and reserves the right to cancel the procurement if only one proposal is received that offers the best value to the Government. The basis of award is to the offerors whose proposals, conforming to the RFP, will provide the best value and be the most advantageous to the Governme nt, considering cost or price and other non-cost evaluation factors. The contract term is anticipated to be for a base contract period of two years with three one-year option periods. Each contract will have a maximum not-to-exceed amount of $10,000,000 o ver the life of the contract. The task order minimum and maximum is $2,000 to $2,000,000, respectively. For informational purposes only, the anticipated average task order amount is $50,000 to $550,000. A minimum guarantee of one order valued at a minimum of $2,000 will be awarded for each contract for the base period only. In accordance with FAR 16.505(b), the successful offerors will compete for all task order awards unless an exception applies. Attendance at the site visits and the pre-proposal conferen ces for task order award are mandatory and the Government will not reimburse contractors for the associated costs. Due to the nature and the need for expeditious response of the majority of the construction services required, the selected Contractors will be required to maintain a staffed office in the State of Virginia. The Government will not directly reimburse the Contractors for costs associated with staffing and maintaining this office. As a result of this solicitation, it is anticipated a minimum of s even (7) contracts will be awarded. The maximum number of contracts anticipated is eleven (11). The Contracting Officer may award less than or greater than this anticipated amount if the Contracting Officer determines such action to be in the best intere st of the government. Source selection procedures contained in FAR Part 15.3 shall be utilized to select the successful offers. Each offeror's proposal will be thoroughly evaluated and awards will be made to offerors whose proposal are judged to be most a dvantageous to the Government based upon the evaluation criteria set forth below. Proposals will be evaluated on the following factors: Past Performance, Technical Considerations including the following sub factors (1) Specialized Experience (2) Organiza tion (3) Specific Personnel (4) Organization (5) Quality Control / Safety, and Cost or Price (a demonstrated ability to price, perform and complete government construction contracts at a fair and reasonable price). The Government intends to award contracts without conducting discussions, therefore, the Offeror's initial proposal shall contain its best terms from a cost or price and technical standpoint. The Government also reserves the right to conduct discussions if deemed necessary to obtain the best valu e.
