- Offerors are requested to submit technical and price proposals for the requirement outlined below by 23 April 2003 (1600 hrs). Proposals are to be sent to LCDR Frank J Lorentzen, SACLANT Purchasing & Contracting Officer (lorentzen@saclant.nato.int or Fax. No. 757-445-3609. Electronic and Faxed submissions are acceptable. Statement of Work Background 1. The NATO Strategic Command's (SC?s)are designated participants in the development and maintenance of NATO CIS Policy. In the area of Automated Information Systems management, NATO policy is embodied in the NATO Software Management Concept (NSWMC) ? (AC/317-D/67) and the NATO Software Management Policy AC/317-D/70). Since the approval of the NSWMC in 1995, management practices and technologies have evolved considerably and NATO C3 Board requirements have been established to: a. Update the NSWMC, (this effort is approx 85% complete) b. Convert the updated NSWMC it into a NATO Systems Management Concept (will also include Network/Communications Domain issues). c* Transpose the revised Systems Management Concept into three separate documents consisting of (i) Systems Management Policy, (ii) System Management Directives and (iii) Systems Management Guidance. {* This is an emerging requirement (proposed by one NATO nation in April 2002) and recently approved by the NATO C3 Board.} 2. The purpose of this statement of work is to describe the technical services required to support SACLANT HQ staff during the development of the new policy, directives and guidance documents associated with the tasks described in paras 1b and 1c above. Required Services SACLANT seeks a Senior Policy Analyst to provide the following deliverables: - A written project plan in support of the tasks described in paras 1b and 1c above.. - Documentation (in support of the tasks described in paras 1b and 1c above) which reflects NATO business practices for the whole spectrum of modern Communications and Information Systems (CIS) management. - Attendance at a maximum of twelve documentation development team meetings in Belgium. - Technical assistance in resolving the differing points of view among participants in the NATO CIS document revision and development processes. - Briefings and monthly reports associated with the document revision and development effort. Labor Hours The provider will be expected to spend a total of 800 man-hours of effort during the period of performance; of which approximately 200 man-hours will be provided at NATO facilities in Belgium. Labor hours will not be exceeded without prior written modification by SACLANT Contracting Officer. Place of Performance The provider will be required to periodically work on-site at NATO facilities in Belgium. The expected duration on-site in Belgium is not expected to exceed two working days per month for the duration of the contract. During other periods of work the consultant shall use his own facilities located at his discretion. The travel and per diem costs required to support the services described above, will be provided separately from the working labor hour rate. Duration of Contract The period of the performance for the contract will be from time of signature to 31 December 2003. Security Clearance The provider will be responsible for obtaining his own security clearance and coordinating access to NATO facilities. A minimum NATO Security Clearance at the NATO Secret level is required. The provider represents that he shall comply with all local, host nation, and NATO security provisions and other policies and procedures as required. Reporting The provider will report to, and receive guidance from Mr. Robert A Young (HN-610), during the execution of this Statement of Work. A monthly written report of activity accomplished (not to exceed two pages), together with an itemized summary of actual expenditure of hours will be provided as an enclosure to the submission of invoices. All invoices shall include Purchase Order number, period covered, date of invoice, and remaining account balance. Language The provider must have excellent English Language skills. Qualifications The provider will have a minimum of 5 years experience (10 years are highly desirable) in NATO AIS management policy development and implementation, with extensive proven and direct involvement in the preparation of NATO system management policies addressing: ? Program and Life Cycle Management ? Configuration Management ? AIS Security Management ? Software Maintenance and COTS Management ? Prototyping and Evolutionary Development ? Acquisition and Procurement ? Financial Management and Budgeting ? Risk Management, Testing and Validation ? Requirements Definition and Analysis ? Information and Data Management Status The provider will not qualify as a Consultant under NATO Manpower Regulations, and not be eligible for NATO benefits. Equipment, Tools, Materials, or Supplies: The provider will provide all necessary ADP equipment, tools, and/or supplies to perform the assigned tasks. SACLANT will provide access to all necessary information, publications and documents. Furnished Facilities. The provider shall provide his/her own working space. Insurance/Taxes SACLANT does not provide any insurance, nor does it withhold any taxes. Provider is responsible for both taxes and insurance. Contract Modifications. The SACLANT Contracting Officer is the only person with contract authority. All contract modifications shall be valid only if approved in writing by the Contracting Officer, who is currently LCDR Frank J. Lorentzen, USN (HC-822). SACLANT HQ Technical Representative: Mr. Robert Young (HN-610) Provider Tasking Authority: The provider will be tasked by and work directly with Mr. Robert Young (HN-610), however CDR Anthony Morley (HC-6111), CDR Ed Delaney (HC-6112), and Mr. Mike Rowland (HN-611) also shall have tasking authority. The security clearance level required is NATO SECRET. Provider shall note that there are security restrictions regarding the carriage and use of electronic devices (e.g., laptops and cell phones) in the ACLANT work area. The provider shall be responsible for satisfying necessary clearance from the ACLANT Security Office before bringing any such device into the ACLANT work environment.
