Transceivers shall transmit and receive analog plain text voice and digital encrypted voice or data. The transceiver shall provide a maximum of ten (10) watts RF output modulated by an AM or FM signal. The transceiver shall, when injected with a -103.5 dBm, 1 kHz, 30 percent modulated signal, provide a 10 dB SINAD measurement in the AM plain text mode of operation. The AM cipher text, FM plain text and FM cipher text mode of operations shall have the same 10 dB SINAD measurement with equivalent inputs. The transceiver shall operate in all weather conditions and provide a means for remote controlled operations. AM transceivers shall provide line-of-sight, AM transmission and reception in the UHF/VHF bands used in air traffic control operations. The transceiver shall operate in the 118.000 to 136.975 MHz VHF and 225.000 to 399.975 MHz, UHF frequency bands with 25 kHz tuning increments. The transceiver shall provide a maximum of five (5) watts RF output modulated by an AM signal. The transceiver shall, when injected with a -97.5 dBm, 1 kHz, 30 percent modulated signal, provide a 10 dB SINAD measurement. The transceiver shall operate in all weather conditions and provide a means for remote transmission and reception.
