- The Federal Election Commission (FEC) is issuing this Request for Information (RFI) to request information from interested parties regarding expert assistance to prepare for the production of audited financial statements as required in the Tax Dollars Accountability Act of 2002. Although the FEC has not previously prepared audited financial statements, the FEC goal is to receive an unqualified audit opinion with no management letter comments or material weaknesses. The FEC is seeking firms with recent experience in the audit, review, or preparation of federal agency financial statements and footnotes and supporting operations in conformance with Government Auditing Standards, Generally Accepted Accounting Principles (GAAP) for Federal entities as prescribed by the Federal Accounting Advisory Board and all other applicable Office of Management and Budget (OMB) bulletins and circulars. The proposed tasks include: (1) evaluation of the agency's readiness through review of the procedures and documentation in the areas listed below, submission of a written report assessing the procedures and documentation with recommendations for improvements, and identification of any missing procedures or documentation required by GAAP or OMB requirements. The report shall include an analysis of each area and comparisons to best practices in the Federal Government. The following areas will be reviewed: A. Financial/Accounting: (1) Accounting for obligation, disbursement of funds, accrued expenses & payroll, (2) Preparation & approval of journal entries, (3) Preparation of interim required financial statements, (4) Internal reconciliations & agreement with control agency balances, (5) Use of assets, liabilities, revenues, and expenses estimates at statement dates, (6) Contents of required audited financial statements, (7) Contents of notes to the financial statements, (8) Required supplementary information, (9) Accounting system documentation, (10) Fixed asset accounting, including capitalization and depreciation policies, (11) Internal accounting and administrative controls, (12) Accounting manual. B. Information Technology: (1) Entity wide system security policy and procedures, (2) System security for FEC contractors, (3) Enterprise architecture documentation, (4) System configuration documentation, (5) Systems development life cycle documentation, (6) Backup & recovery plans. C. Procurement: (1) Documentation of procurement procedures. D. Other: (1) Physical protection of assets & building security procedures, (2) Inventory procedures (IT & non-IT assets), (3) Internal controls related to performance measures, (4) Documentation of OMB A-123 and A-127 procedures. Firms that wish to respond to this Request For Information shall provide the following information: (1) a summary of the services in response to this RFI, (2) a statement indicating an interest and the capability to provide the services as described, (3) statements of relevant experience based upon the criteria listed above, (4) a technical approach to perform the services specified in this RFI, (5) a cost estimate (the cost estimate should provide the price and the number of hours for each item identified above), (6) the firm's General Services Administration Federal Supply Service Schedule contract number. The cost estimate will be used for budgetary planning purposes. The Federal Election Commission is issuing this RFI to industry. THIS IS A REQUEST FOR INFORMATION ONLY!!! It is neither a a Request for Proposals (RFP)/Solicitation, nor an indication that the FEC will contract for the services described in this RFI. There is no obligation on the part of the Government to acquire any services described in this RFI. The Government will NOT pay for information received in response to this RFI. Submitted documents will NOT be returned to those firms who provide responses to this RFI. The applicable North American Industrial Classification System code is 541211. Proprietary information will be safeguarded in accordance with applicable Government regulations. All interested parties must respond via e-mail with information on their services in sufficient technical and price detail to allow for a detailed evaluation to the Contracting Officer, Mr. Aaron H.
