Description
The General Services Administraton(GSA), Northeast and Caribbean Region (NYC Office) announces an opportunity for providing relocation assistance services to be performed in the city of Buffalo. The site is on Niagara Square on the block bounded by Delaware Avenue, West Mohawk Street, and Niagara Street. These services must be provided in compliance with Public Law 91-646, The Uniform Relocation Assistance & Real Property Acquisition Act of 1970, as amended, Public Law 17.101 and regulations contained in 49 CFR 24.00. Specifically, some of the requested services include but are not limited to interviewing eligible parties to identify and determine the relocation needs of each and Maintain Relocation Data Forms; identify sites for relocation and maintain and provide to eligible parties current and continuing listings of both rental and sale alternate locations; providing survey of owner/occupants and tenants; set up and maintain relocation files; provide replacement location feasibility survey; prepare final relocation plan; conduct personal interviews with all occupants to be displaced; assist in applicants claims process; coordinate physical moves of residents and businesses. This will be a Firm Fixed Price Contract. This is a sources sought notice requesting information needed by the Government prior to the release of any potential solicitation. Please read the entire synopsis. Offerors must respond to the questions contained in this synopsis. This is not a request for a proposal and in no way obligates the Government to award a contract. The North American Industry Classification System (NAICS) code is 541611. If you are interested in competing for this requirement, please indicate your interst by sending an e-mail (ONLY) to Shari Pautz at shari.pautz@gsa.gov no later than April 23, 2003. All valid email responses must provide the return e-mail address, mailing address, telephone number and facsimile number in the body of the response. Please include a brief description of your qualifications and capacity to perform this work. Responses without the forementioned information will not be recognized as valid. In addition, to assist with the planning of the Acquisition Strategy, please respond to the following questions based on NAICS 541611: (1) Is your business large or small? (2) If small, does your firm qualify as a small, emergent business, a small disadvantaged business, a vertern-owned business or a service-disabled veteran-owned small business? (3) If a disadvantaged business, specify under which disadvantaged group and whether your firm is certified under section 8 (a) of the Small Business Act. (4) Is your firm a certified HUBZone business? (5) Is your firm a woman-owned small business? All prospective offerors must use e-mail to respond to this synopsis. Telephone and facsimile responses to this sources sought notice will not be accepted. The solicitation will be made available on the Federal Business Opportunities site when it is released. It is anticipated that a solicitation will be released in early May 2003. It is the responder's responsibility to provide an e-mail address that is current and valid through the time of notification. Any expected or actual changes to this address should be immediately sent to the Contracting Officer. The Government is not responsible for inability to deliver e-mail.
