- NASA/LaRC has a requirement for an oculometer (eye-tracking) system for the purpose of assessing pilot information acquisition with and distraction due to usage of the Aviation Weather Information (AWIN) systems in General Aviation flightdecks during actual flights as well as in simulation environments. NASA/LaRC intends to purchase the ETS-PC oculometer on a sole source basis from Applied Science Laboratories (ASL). The ETS-PC system is the only known system that can perform equally well under all lighting conditions - daytime bright sunlight as well as night darkness - and handles transitions between these extreme lighting conditions with very little, if any, operator intervention. The ETS-PC's unique ability to work under these various lighting conditions is due to ASL's patented design technique. Thus, ambient light conditions have minimal, if any, impact on the operation and eye measures made by the ETS-PC. No other source is capable of satisfying the government's requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 25, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
