Description
NASA/LaRC plans to issue a Best Value Request for Offer (RFO) for Services & Materials to Provide and Install a Hangar Fire Suppression System at NASA LaRC's Building 1244, Hampton, VA. The work for this requirement consists of, but is not limited to the following: modifying and providing new hangar fire protection systems at Building 1244, East Taylor Street, West Area, of the Langley Research Center. The Contractor shall furnish all plant, equipment, tools, materials, labor and services necessary for or incidental to a complete and finished job as shown on the drawings and as specified herein: Provide a new high-expansion foam generator system to protect Hangar 1244, provide new diesel drive fire pumps and a jockey pump in Building 1244A, Provide a new underground main to feed the Hangar complex from the pump house, Building 1244A, provide new wet pipe sprinkler systems for Hangar office and laboratory spaces, provide a new 25 foot x 25 foot building, with electric power and heat, to house the new foam storage bladder tanks and system riser piping, and provide a backup generator for the pump house. Work involves miscellaneous demolition and excavation. Best Value Selection (BVS) seeks to select an offer based on the best combination of price and past performance only with relevant experience being part of past performance of the offers submitted and reduce the administrative burden on the Offerors and the Government. BVS evaluation is based on the premise that, if all offers are of approximately equal in past performance rating, award will be made to the Offeror with the lowest evaluated price (fixed-price contracts). However, the Government will consider awarding to an Offeror with higher past performance rating if the difference in price is commensurate with added value. Conversely, the Government will consider making award to an Offeror whose offer has lower past performance rating if the price (or cost) differential between it and other offers warrant doing so. The order of magnitude for the procurement is $1,000,000 to $5,000,000 and the effort shall be completed within 365 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 238990 and $12M, respectively. The anticipated release date of the RFO is on or about April, 28, 2003 with an anticipated offer closing date of on or about May 28, 2003. The firm date for receipt of bids or proposals will be stated in the RFO. Drawings will be available from following the instructions in the "Notice to Offerors" and completing the "Request for Drawings and Site Visit Attendance" form provided in the RFO. All responsible sources may submit a RFO which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will be scheduled and the time provided in the RFO. (c) Participants will meet at NASA Langley Research Center, Building 1195A, Room 105, Hampton, VA. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
