- This is a combined synopsis/solicitation for commercial services as prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation shall not be issued. Solicitation Number OASDESIGN is issued as a request for quotation. The Contractor shall provide on-site (Monday through Friday, normal working hours, excluding government holidays or closures) interior design/space planning services for office renovations in the U.S. Department of Commerce (DOC) Herbert C. Hoover Building (HCHB). The Contractor shall design complete office spaces including furnishings. The Contractor shall be responsible for design services only and not for the supply of furnishings or other materials except for reports. The Government envisions only one individual for this project. The services provided are not personal in nature. The Contractor shall also assist Department of Commerce (DOC) designers with responding to work order requests from customers throughout the HCHB. The Contractor shall be responsible for the following specific requirements: a) Review government furnished documents and perform site visits to offices to gain an understanding of the scope of the project; b) Review existing DOC drawings of areas in the building affected by the design; c) Responsible for taking field measurements to verify all existing dimensions depicted on all drawings; d) Conduct sufficient site investigations to confirm all existing conditions depicted on all drawings; e) Make sufficient site investigations to evaluate all existing conditions. The Contractor shall obtain additional pertinent information, as needed, from DOC personnel (including end-users, designers, telecommunications specialist, information technology specialist, etc.), equipment vendors, and furniture vendors to ensure the completion of an efficient and comprehensive design; f) Provide a schedule for completing the design for each work order request; g) Provide necessary demolition, architectural, electrical and interior designs drawings and specifications showing both existing and new systems and connections thereto; h) Comply with the current edition of all applicable practices, codes, methods and standards as prepared by technical societies and associations. In the event of conflict between codes and standards of the organizations, the more stringent regulations shall govern; i)Provide a preliminary cost estimate for construction and furnishings for each work order request. A final cost estimate shall be provided using the DOC cost estimating system; j) Provide a proposed schedule for completing the construction and furniture installation for each work order request; l) Shall be proficient in AutoCAD2000 and other architectural software/practices. All deliverable drawings shall be generated by using AutoCAD2000 or above. All drawings shall be documented according to DOC requirements; m) Establish and maintain complete and accurate files for all projects; n) Develop documentation of all meetings, telephone calls, and events during each work order request. These documents shall be included in the project file; o) Develop weekly status reports to include current status of each work order request and any other information to provide a complete understanding of work order activities. The weekly report shall be documented according to DOC requirements; p) Maintain control of projects/assignments through effective planning and time management skills; and advice COTR when the progress of the work order request is not meeting expectations and recommend action to be taken to resolve problems; q) Modify the AutoCAD drawings to reflect as-built conditions after construction is complete; r) Rectify all mistakes, omissions or errors discovered during the construction process; s) Participate in site-inspections after construction for work-performed payments. The offeror will be evaluated against the following: 1) Hourly rate; 2) Resume (all resumes must represent the individual proposed and must indicate that the individual will be committed to work on this project; 3) Past Performance. The contractor shall provide 3 references for past performance. Include in your response the contract number, services provided, contract amount, contact name and phone number. The Government reserves the right to award a contract to other than the highest ranked technical proposals if, in its judgement, the potential cost savings offset a minor difference in technical scores. The period of performance for this contract shall be from date of award through September 30, 2003. The following FAR clauses apply to this acquisition: 52.212-1, Instructions to Offeror's - Commercial Items; 52.212-2, Evaluation of Commercial Items; 52.212-4, Contract Terms and Conditions ? Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items apply to this acquisition. Other applicable clauses will be added at contract award. Offerors must also download and submit a copy of the provision at FAR 52.212-3, Offer Representations and Certifications - Commercial Items (http://www.arnet.gov/far) with their quotation.
