Description

NA This procurement is for the design, fabrication, integration, installation, testing, training, systems engineering, and program management for multiple Omni-Directional Treadmill (ODT) Upgrades. This is a sole source procurement to MTS Systems Corporation 14000 Technology Drive, Eden Prairie, MN 55344. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302 1, Only One Responsible Source. MTS Systems Corporation has a Teaming Agreement with the company who holds the US Patent 5,562,572, for the original ODT proof-of-concept device. It is anticipated that a Cost Plus Fixed Fee (Completion) type of contract will be utilized. The ODT Upgrade builds on this patented design. The basic effo rt will be to obtain one ODT Upgrade for the Army Research Laboratory (ARL), Human Research and Engineering Directorate (HRED) to use at Aberdeen Proving Ground (APG), MD and one ODT Upgrade for the Dismounted Battlespace Battle Lab (DBBL) at Ft. Benning, GA. This effort will include options for up to a additional eight (8) ODT Upgrades for the DBBL at Ft. Benning, GA., and one ODT Upgrade for the Research, Development and Engineering Command (RDECOM), Simulation Technology Center (STC) in Orlando, FL. The facilities and equipment with which the ODT Upgrade must interface are unique at each of these locations. The period of performance for this contract including any options that may be exercised is 27 months. See Numbered Note 22.
