- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 4THF96030610 is being issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. This procurement is for the following: Satellite Space Segment, Includes: 538KHz on AMC 6 for (1) year contract, Per technical Specs: 192 kbps x 1.4 kHz/kbps = 268.8kHz ? rate FEC Full Duplex (268.8) x*2=537.6kHz. Bandwidth Specifications: 192Kbps full-duplex satellite Ku-band space segment for a period of one year ? 192Kbps user data rate out route from hub ? 1each 64 Kbps user data rate in route from the Dredge Jadwin ? 1 each 128Kbps users data in route from the Mat Sinking Unit ? Must be able to reassign bandwidth from one vessel to another Temporarily for times when one vessel is out and the other is not. ? All carries must be within 2MHz span ? Average availability of 99.5% or better ? BER of 1x 10-7 or better ? Must provide coverage to entire service area (29 degrees North on the south, 38 degrees North on the North, 89 degrees West on the East, and 94 degrees West on the West). ? Must be compatible with the following equipment: ? Skydata 2 Watt Ku-Band transceiver system ? ComStram Cm701 with Satellite Control Channel Option ? 24 Hour Technical Support. Service shall include a telephone number for 24 hour technical support. Please include all requirements on quotations. No partial quotes. No substitutions. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on best value including past performance, cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
