- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ NCNA0200-3-00013 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-10. The associated North America Industry Classification System is 541690. A firm is a small business for the purpose of this requirement if its size standard is $6 million. The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Staff Office for International Programs and the Office of Response and Restoration seeks a contractor to provide technical advice and assistance relating to the implementation of the NOS international coral grants program. The contractor will also be required to provide technical assistance on international marine protected areas collaborations in the Caribbean and technical assistance in the coordination of NOAA-Puerto Rico joint coral reef initiatives. The Statement of Work (SOW)and Deliverables are attached. This is a firm fixed price procurement using simplified acquisition procedures. The period of performance is approximately May 7, 2003 ? May 5, 2004 (52 weeks). Responses may be faxed to (301) 713-0808 or emailed to Phillip Harrell at phillip.harrell@noaa.gov. The responses shall be no more than five pages and shall include the following: 1) Contractor?s capability overview; 2) Past performance information (relevant experience to perform the required services); 3) Short Resumes of personnel to provide these services; 4) Pricing information. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Technical information; 2) Past performance; and 4) Price. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov.
