DATE: APRIL 17, 2003 SOLICITATION NO: 233-03-0039 INTENDED SOURCE: CATHERINE DeLUCA PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH ONE (1) YEAR - PLUS FOUR (4) TWELVE (12) MONTH OPTION PERIODS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), OFFICE OF THE SECRETARY(OS), OFFICE OF GRANTS AND ACQUISITION MANAGEMENT (OGAM) PLANS TO AWARD A SOLE SOURCE CONTRACT TO CATHERINE DeLUCA CLOSING DATE IS MAY 1, 2003 THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO PERFORM A VARIETY OF ANALYTICAL AND EVALUATIVE DUTIES CONNECTED WITH THE REVIEW OF THE PRE-AWARD GRANT PROCESS. SPECIFICALLY THE CONTRACTOR SHALL REVIEW, ANALYZE, AND MAKE RECOMMENDATIONS ON THE GRANT REVIEW PROCESS, INCLUDING THE DEVELOPMENT OF GRANT ANNOUNCEMENTS, TARGET AUDIENCE DETERMINATION, AND FIELD READER/PEER REVIEW PROCESS. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR'S EXPERIENCE AND EXPERTISE IN GRANT MAKING REQUIREMENTS, GUIDANCE, AND PROCESSES. THE CONTRACTOR POSSESS IN-DEPTH KNOWLEDGE OF STATUTES, REGULATIONS, AND INTERNAL POLICY GUIDANCE GOVERNING HHS GRANT-MAKING FUNCTIONS AND IS ABLE TO READILY APPLY THIS KNOWLEDGE TO IDENTIFY STRENGTHS, WEAKNESSES, AND RECOMMENDATIONS IN THE CONDUCT OF EACH REVIEW. THE CONTRACTOR'S QUALIFICATIONS AND EXPERTISE WOULD ALLOW THESE TARGETED GRANT REVIEWS TO BE COMPLETED IN A FASHION THAT PROVIDES THE OGAM AN OPPORTUNITY TO SHARE BEST PRACTICES AND IMPLEMENT CHANGES IN A TIMELY MANNER. THIS ACQUISITION WILL ELIMINATE THE ADDITIONAL TIME AND MONEY THAT WOULD BE NECESSARY FOR ANOTHER CONTRACTOR UNFAMILIAR WITH THE REQUIREMENT. THE GOVERNMENT BELIEVES THAT TO AWARD THIS CONTRACT TO ANY CONTRACTOR BUT CATHERINE DeLUCA WOULD RESULT IN A SIGNIFICANT INCREASE IN COST.
