Description
NA REQUEST FOR INFORMATION (RFI) to solicit concept papers in order to determine which U.S. firms have the highest probability of designing and producing the Surface-Launched Advanced Medium Range Air-to-Air Missile (SLAMRAAM) system. Responses to this RFI w ill be used by the Government to determine which prospective prime contractors will be granted access to additional intelligence information at the Joint Service/DOD level. This additional information is restricted to U.S. companies only and is necessary to submit a proposal in response to the formal Request for Proposal (RFP) for the SLAMRAAM procurement. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. DESCRIPTION OF REQUIREMENTS: The SLAMRAAM System includes a fire unit using a HMMWV/Army common carrier, the USAF AIM-120 AMRAAM missile, GPS receiver, land navigation system, EPLRS/SINCGARS radios, FBCB2; Sentinel ETRAC and JLENS sensors; and an integrat ed fire control station (IFCS). The IFC capability will be developed using maturing BMC4I technologies, will integrate sensor data, engagement operations, and force operations, and is to be the initial fielded capability for the Air and Missile Defense Tac tical Operations Center. CONCEPT PAPER: The contractor is requested to submit a concept paper (not to exceed 10 pages in length) that addresses the contractor?s experience in developing and producing major systems, either for the military or commercial sector, at a level of compl exity similar to the SLAMRAAM development effort described below. The contractor should present an overview of its initial concept for meeting the requirements for a SLAMRAAM system as described in draft SOW and System and Launcher Specification documents , which can be found at the SLAMRAAM Industry Website (see instructions below for requesting website access). The concept paper should focus on the contractor?s concept for Integrated Fire Control, first for the SLAMRAAM system, and second as a building b lock toward a common AMD TOC for Patriot, MEADS, and JLENS. The contractor should briefly describe its proposed system architecture and the concept for functional capabilities such as the ability to share a common air picture, conduct netted and distribut ed command and control operations, and interoperate with legacy Stinger-based systems. The paper should also discuss the contractor?s integration approach as well as the concept for an accelerated fielding. The ability of the contractor to grow the propo sed concept into a Future Combat System (FCS) based air and missile defense asset task organized to the Army?s Unit of Action (UA) and pooled at the Unit of Employment (UE) should also be described. EVALUATION CRITERIA: The Government will evaluate the thoroughness, completeness, and adequacy of the contractor?s concept and the extent to which the concept represents an understanding of the requirements and demonstrates experience in design, developme nt, and production of a major weapon system. PROJECTED PREPROPOSAL EVENTS: 1 May 03 Proposed Concepts due from potential prime contractors; 7 May 03 Completion of Govt evaluation of proposed concepts; 9 May 03 Formal RFP Release; 7 Jul 03 Submission of prime contractor proposals.
