Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of work: Upgrade Saber Hall Complex includes renovating an existing 33,000 SF building, constructing a 17,500 SF warehouse/vehicle maintenance facility, 14,000 SF equipment/pallet storage facility, 18,000 SF rigging/packing facility, sentry station, aircraft training mock-ups, a fueling area, improvements to an existing la trine/shower facility; 200,000 GAL water tower; and improvements to an existing wash rack. Upgrade and construct taxiways and aircraft parking areas and airfield lighting. Construction includes supporting utilities; electric service; exterior lighting; f ire protection and alarm systems; paving, walks, curbs and gutters; fencing and gates; access roads; information systems; asbestos and lead abatement; emergency generator and site improvements. Anti-terrorism/force protection (AT/FP) measures include lami nated glass and traffic control barriers. Demolish approximately 25,000 SF existing facilities. Stand-alone units will supply heating and cooling. Air conditioning: 50 tons. This project is located in a remote and undeveloped part of Hunter Army Airfie ld. The project will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the of feror?s best technical proposal and best price. The technical proposal will be evaluated utilizing the factors set forth below. Factor 1: Construction Past Performance; Factor 2: Construction Relevant Specialized Experience; Factor 3: Key Personnel; Fact or 4: Construction Duration. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with offeror. Options will be included. Estimated cost range of project is from $10,000,000 to $25,000,000. Network Analysis System will be required. This solicitation is issued on a n unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about May 2, 2003, on the Internet at http://ebs.sas.usac e.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
