Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This acquisition will be solicited to George Mason University, Fairfax, VA, as a sole source procurement. The following description of the requirement follows: 1. THE CONTRACTOR SHALL ANALYZE THE INNER WORKINGS OF THE ANID BY REVIEWING THE FOLLOWING: - HOST AND NETWORK-BASED INTRUSION DETECTION SYSTEMS, ALONG WITH THE ASSOCIATED SENSORS, TOOLS AND METHODS. - IMPLEMENTATION AND ADMINISTRATION OF SECURITY POLICY. - ACTIVE CONTENT MONITORING TOOLS AND METHODS. - MECHANISMS FOR CORRELATING AND AGGREGATING EVENTS. - THE AGENT FRAMEWORK. - COUNTERMEASURES AND AUTONOMIC RESPONSE COMPONENTS. 2. THE CONTRACTOR SHALL IDENTIFY SPECIFIC VULNERABILITIES TO EXPLOIT DURING EXERCISES OR DEMONSTRATIONS IN ORDER TO ENSURE THAT INFORMATION WARFARE RISK MANAGEMENT IS INTEGRATED INTO THE ACTD PROCESS TO MITIGATE THE POTENTIAL EFFECTS OF INFORMATION OPERATIONS CONDUCTED BY ADVERSARIES. 3. THE CONTRACTOR SHALL PROVIDE A PRELIMINARY REPORT AND A FINAL REPORT FROM THE ABOVE ANALYSES. THESE REPORTS SHALL ATTEMPT TO ANSWER THE FOLLOWING RESEARCH QUESTIONS: -WHAT ARE THE ACTD INFORMATION WARFARE VULNERABILITIES? -WHAT IS THE OPERATIONAL RISK IN APPLYING ACTD TECHNOLOGIES AND SYSTEMS, AND IN WHAT WAYS CAN THE RISKS BE MITIGATED? DELIVERABLES: 1. THE CONTRACTOR SHALL DELIVER MONTHLY STATUS REPORTS ON THE RESEARCH EFFORTS OF THIS STUDY TO INCLUDE THE BREAKDOWN OF HOURS AND TRAVEL SPENT. 2. THE CONTRACTOR SHALL DELIVER A PRELIMINARY REPORT ON THE STUDY. THIS WILL BE DUE "HALF-WAY THROUGH THE CONTRACT PERIOD. 3. THE CONTRACTOR SHALL DELIVER THE FINAL REPORT OF THE STUDY. THIS WILL BE DUE AT THE END OF THE CONTRACT PERIOD. PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH 30 OCTOBER 2003. TRAVEL: TWO TRIPS TO JOIC, SAN ANTONIO, TEXAS AND TWO TRIPS TO NPS, MONTEREY, CALIFORNIA WILL BE REQUIRED TO MEET WITH SPONSORS OF THIS STUDY. This announcement constitutes the solicitation; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ N00244-02-T-1325 applies. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06 and DFAR Change Notice 20020314. The North American Industry Classification System code is 561210 and the business size standard is $5.0M. This acquisition is being acquired for the Naval Hospital, Camp Pendleton. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Addendum to FAR 52.212-1, Paragra ph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies as well as the following addendum clauses: FAR 52.211-5, Material Requirements. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. FAR 52.217-9 ? Option to Extend the term of the contract, FAR 52.222-41, Service Contract Act of 1965. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defens e Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and addendum provisions DFARS for Certain Domestic Commodities. OFFEROR REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPORALS: FAR 52.212-3, Offeror Representation and Certifications - Commercial Items. Note: the full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at www.arnet.gov.far; Defense Federal Acquisition Regulation Supplement (DFARS) can be accessed on the Internet www.dtic.mil/dfars . IMPORTANT NOTICE: DFARS 252.204-7004 "Required Central Contractor Registration" applies to all solicitations issued on/or after 06-01-98. Lack of registration in the CCR database wil l make your offer ineligible for award. AWARD CRITERIA: Award will made upon price reasonableness determination, contractor determination of responsibility within the meaning of FAR Part 9, and acceptance to the provisions set forth herein.
