Description

This is the fifth synopsis for the National Institutes of Health (NIH) solicitation for Property Management Services IAW OMB Circular A-76 (Current/Revised). The January 23, 2003 Synopsis and January 27, 2003 Modification used the title, Facility Management Services. The FINAL DRAFT Performance Work Statement (PWS) with attachments have been revised and are included in this synopsis as follows: http://www.nih.gov/od/olao/oa/contracts/PropertyPWSDraft3/index.html DUE TO SECURITY REASONS, PLEASE CONTACT SHERI CUSTER ON 301-402-3065 FOR THE TECHNICAL EXHIBITS: SITE PLANS AND UTILITY PLANS. These services are provided to government owned and government leased property. Government employees and contracts currently perform the services. The acquisition shall be for one (1) 24-month base year with three (3) 12-month options. The acquisition is expected to be a Fixed-Price, Cost Reimbursement, and Time and Material type contract. This acquisition will comply with OMB Circular A-76 either to the current or proposed revisions as applicable. Therefore, the following schedule will be required for 2003: The RFP will be released on May 15. SITE VISITS ARE SCHEDULED AS FOLLOWS: SITE ONE: MAY 16, 2003 @ 10:00 A.M. (Local Time), National Institutes of Health, National Institute on Aging, Gerontology Research Center, 5600 Nathan Shock Drive, Room 1-D-12, Baltimore, MD 21224 (The GRC is located on Johns Hopkins Bayview Medical Center (JHBMC) Campus. Contractors will have to park in the JHBMC paid parking lots); SITE TWO: MAY 19 - 21, 2003 @ 9:00 A.M. (Local Time), National Institutes of Health ? Campus, 9000 Rockville Pike, Building 13, Conference Room 3W-54, Bethesda, MD 20892; SITE THREE: MAY 22, 2003 @ 9:00 A.M. (Local Time), National Institutes of Health, Animal Center Building 101, Room xx, Elmer School Road, Poolesville, MD 20837; SITE FOUR: MAY 23, 2003 @ 9:00 A.M. (Local Time), National Institutes of Health, National Institute of Environmental Health Sciences, 111 Alexander Drive, Rall Building, Conference Room B (main lobby area), Research Triangle Park, North Carolina 27709; and SITE FIVE: MAY 28, 2003 @ 9:00 A.M. (Local Time), National Institutes of Health, Rocky Mountain Laboratories, 903 South 4th St., Building 9, Conference Room, Hamilton, Montanta 59840. DUE TO SECURITY REASONS, Prospective Offerors MUST contact Ms. Custer via telephone or email if you plan to attend one or more sites (MUST have two picture identifications to access all NIH facilities). AFTER VISITING THE ABOVE SITE(S), QUESTIONS WILL ONLY BE ACCEPTED VIA EMAIL THE NEXT DAY, BUT NO LATER THAN MAY 29, 2003 AT 4:00 PM LOCAL TIME. The written elements of the technical and cost proposal will be due June 17. Oral presentations may be held from July 24 to August 7. The evaluation and cost comparison results will be announced by September 15. It is recognized that Circular A-76 requires very compressed proposal preparation schedules. NIH may also conduct pre-solicitation and/or pre-proposal meetings. The applicable North American Industry Classification System (NAICS) code is 561210, Facilities Support Services, with a size standard of $23.0 M. THERE IS NO SOLICITATION AT THIS TIME. The RFP will only be available on the FedBizOpps web page at http://www.fedbizopps.gov/ on or about 5/15/2003. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offerors responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments.
