Description

Solicitation number RQ-13-03-000011 - This is a Request for Quotation using FAR Part 12 - SIMPLIFIED ACQUISITION PROCEDURES. This represents the only notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation. The PBGC has a need for two (2) Freedom of Information Act (FOIA) consultants. The consultant shall respond to requests for agency records from the public, determining what is releasable under the provisions of the FOIA and Privacy Act. The consultant shall assist the FOIA staff by locating and collecting necessary records (a combination of manual and electronic searches), researching and evaluating material, and applying regulatory guidelines and procedures that will assist in determining what is releasable under the FOIA and Privacy Act provisions. In searching for responsive records, the consultant shall be required to electronically search various automated systems maintained by PBGC, such as the Image Processing System and Case Administration System. The consultant shall submit a report outlining the findings of the research that was conducted for an assigned FOIA request. The report shall contain information about nondiscloseable information, citing exemptions and providing specific rationale for nondisclosure of records. The report shall also recommend tactics for disclosing required information/records. Upon approval from the PBGC technical representative that the report is acceptable, the consultant shall compose the determination letter, using pre-set exemption language. The consultant is required to include citations of the exemptions used, specific rational for nondisclosure of records, appeal rights of the requestor and the statement of charges applicable to the processing of the request (such as search and copying fees). The PBGC anticipates services will be required 40 hours per week during the hours of 8am - 5pm Monday through Friday for the period of 2/10/03 - 2/9/04 - or if the order is unable to be awarded 2/10/03, the order shall be from date of award for one (1) year. Qualification requirements: 1: At least 10 years experience dealing primarily with actual processing of FOIA and Privacy Act requests (collecting records, reviewing, analyzing and determining disclosability of material and redacting non-disclosable material). 2: At least one-year experience tracking and/or processing FOIA requests electronically. 3: experience in using software such as MS Word, Excel, Lotus 123, and WordPerfect.
