Description
This is a notice of intent to negotiate a non-competitive contract modification with The Futures Group International, 1050 17th Street, NW, Suite 1000, Washington, DC 20036 under existing contract number HRN-C-00-00-00006-00 (Policy II Project). This modification will extend the estimated completion date by nine months, from July 7, 2005 through March 6, 2006 and increase the total estimated cost by $55,000,000. This modification will provide a bridging mechanism for the continued provision of highly specialized technical assistance in health issues such as reproductive health, safe motherhood, and HIV/AIDS until a new contract is competed and awarded. The types of activities to be supported during this extension period include the following: 1) provide assistance to expand the participation of non-governmental organizations in the policy process; 2) help policymakers design policies and financial mechanisms to increase the level of available resources and promote use of those resources for reproductive health services; 3) provide information to support policy decision-making by conducting or commissioning country-specific research to answer policy questions; and 4) train and support locally-hired, long-term advisors to promote the policy process in-country. USAID intends to negotiate this modification with only one source under the authority of AIDAR 706.302-70, where an award is for the continued provision of highly specialized services and award to another source would result in substantial additional cost to the Government or would result in unacceptable project delays. This notice is not a request for proposals and no solicitation is available. Interested parties may identify their interest and capability to satisfy the Government's requirement by submitting capability statement (limit two pages). The firm?s experience must include familiarity with health issues such as reproductive health, safe motherhood, and HIV/AIDS. The firm must have a cadre of highly qualified professionals, including local in-country staff with policy expertise, who have experience working with host-country governments, civil society organizations, and USAID Missions. All expressions of interest must be received within ten (10) days after issuance of this notice. Any information received will be considered for the purpose of conducting a competitive procurement.
