SIMPLIFIED ACQUISITION PROCEDURES DATE: APRIL 22, 2003 REQUISITION NO: 03R000185 INTENDED SOURCE: KATHRYN GROSS PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH ONE YEAR PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), DIVISION OF GRANTS MANAGEMENT (DGM) PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO KATHRYN GROSS CLOSING DATE IS MAY 6, 2003 THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO REVIEW AND EVALUATE GRANT AND COOPERATIVE AGREEMENT APPLICATIONS WITH MULTIPLE COMPONENTS SELECTED FOR FUNDING. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR'S EXPERIENCE AND EXPERTISE IN GRANT MAKING REQUIREMENTS, GUIDANCE, AND PROCESSES. THE CONTRACTOR POSSESS IN-DEPTH KNOWLEDGE OF STATUTES, REGULATIONS, AND INTERNAL POLICY GUIDANCE GOVERNING HHS GRANT-MAKING FUNCTIONS AND IS ABLE TO READILY APPLY THIS KNOWLEDGE TO IDENTIFY STRENGTHS, WEAKNESSES, AND RECOMMENDATIONS IN THE CONDUCT OF EACH REVIEW. THE CONTRACTOR'S QUALIFICATIONS AND EXPERTISE WOULD ALLOW THESE TARGETED GRANT REVIEWS TO BE COMPLETED IN A FASHION THAT PROVIDES THE DGM AN OPPORTUNITY TO SHARE BEST PRACTICES AND IMPLEMENT CHANGES IN A TIMELY MANNER. THIS ACQUISITION WILL ELIMINATE THE ADDITIONAL TIME AND MONEY THAT WOULD BE NECESSARY FOR ANOTHER PERSON UNFAMILIAR WITH THE REQUIREMENT. THE GOVERNMENT BELIEVES THAT TO AWARD THIS CONTRACT TO ANY CONTRACTOR BUT KATHRYN GROSS WOULD RESULT IN A SIGNIFICANT INCREASE IN COST. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
