Description
NA This synopsis constituent the intent of the U. S. Army Corps of Engineers, Physical Support Branch, to initiate a negotiated, best-value procurement for two replacement ship?s service cranes for the Dredge McFarland of the Philadelphia District. The acquis ition will be a negotiated, best-value procurement performed using the Contracting By Negotiation procurement process prescribed in Part 15 of the Federal Acquisition Regulations, and the Simplified Acquisition Procedures defined in Part 13 of the Federal Acquisition Regulations, and supplemented with additional information included in this notice, provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-09. Solicitation documents will be furnished only on the website. The solicita tion will be available on or about 24 April 2003. Prospective contractor?s may view and/or download the solicitation and any possible amendments from the Internet at the following website: https://ebs.nsp.usaace.army.mil. Prospective contractors will be required to print and forward a copy of their proposal to the address as indicated in the solicitation no later than a closing date of on or about 2 June 2003 at 1100 hours EST. The official media distribution for the solicitation is the website. Printed copies of the solicitation will not be furnished. SCHEDULE: The U. S. Army corps of Engineers, Physical Support Branch, has a requirement for the replacement of the existing 10-ton Skagit Model 10-73 electric derricks cranes aboard the Dredge McFARLAND. The current crane capacity is flat rated at ten tons at all radii up to the maximum outreach of 73 feet. The crane has a whip line rated for 3 tons at 85 feet. The crane has a rotation speed of one revolution per minute. Topping lift block speed is 30 f eet per minute. The cranes can operate with a side lead and an off lead of 5? and a loading from a 40 mph wind. The cranes are mounted on the McFarland side cast boom and are used as ship service cranes. The new cranes will duplicate the existing crane function, capacity and outreach. The new cranes will be configured as dimensional replacements for the existing cranes, using the existing connections to the side cast boom. A single hydraulic power unit will drive the two new cranes. Crane function wil l be controlled from a remote control console. The new cranes will meet current standards for ships cranes. The government will procure the two new cranes complete and functional in all respects. Installation of the cranes will be implemented subsequent to their delivery and will not be part of this procurement. DELIVERY: Delivery of the cranes shall be within ten (10) weeks from the date of an award. Delivery shall be made to the Fort Mifflin Distribution Center (FMDC), U.S. Army Reservation, 6400 Hog Island Road, Fort Mifflin, Philadelphia, PA 19153. EVALUATION: Proposals will be reviewed for completeness in satisfying the requirements of the RFP. The Proposals will be evaluated on their merit against the evaluation factors listed as follows: Techn ical Factors: Product; Management; Past Performance and Experience Price Factors: Price Reasonableness. The technical factors as a whole are more important than price. However, price remains a significant factor in determining the best value. The Reque st for Proposal (RFP) package will be issued on or about 24 April 2003. Proposals will be due on or about 2 June 2003 at 1100 hours EST. 2 June 2003 at 1100 hours EST. No bonding is required. Liquidated damages are not included in the contract. No othe r notification to firms for this project will be made. Award will be made as a whole to one contractor. Contactor must be CCR registered to be eligible for award. Prospective contractors can call 1-888-227-2423, or access the Internet site at http://ccr .edi.disa.mil for information on how to get registered. This acquisition is an unrestricted procurement. The North American Industry Classification Code (NAIC S) for this acquisition is 333923 with a small business classification of 500 employees.
