Description
Notice of intent to award a sole source contract modification to contract N62742-94-0048, a Cost-Plus-Award-Fee Indefinite Quantity/Indefinite Delivery contract under the authority of FAR 6.302-1. The proposed modification will increase the not to exceed amount by $15 million to $144 million. Under the authority of FAR 6.302-1, the Government intends to award the sole source contract modification based on the Contractor?s extensive technical knowledge of the on-going projects for which they are able to provide continuity of services and timely completion of project requirements and to avoid duplication of effort, additional start up costs, and project delays. This notice is not a request for competitive proposals. Interested firms may identify and transmit their interest and capability to respond to the requirement to TamboaPA@efdpac.navfac.navy.mil by close of business, 22 May 2003. A determination not to compete this proposed modification based on responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. In general, the work includes: 1) completion of documentation of on-going investigations for the transfer of land and facilities at the former Naval Air Station, Barbers Point and U.S. Naval Magazine Pearl Harbor, Waikele Branch, including preparation of transfer documentation such as Finding of Suitability to Transfer (FOST) and Finding of Suitability to Lease (FOSL); performance of post-construction award services (PCAS) and preparation of the Proposed Plans (PPs) and Records of Decision (RODs) for USTs 50/51 and Building 21 at the Waikele Gulch area for which the contractor is currently preparing a second Site Investigation Addendum to address groundwater contamination; preparation of remedial design documentation for Coral Pit 1 at the former NAS Barbers Point; and performance of PCAS and preparation of PPs and RODs for Coral Pit 1 and 2, the MWR Warehouse, and the Golf Course at former NAS Barbers Point for which the contractor is currently in the process of preparing the Baseline Ecological Risk Assessment (BERA); 2) performance of PCAS for the thermal treatment of PCB contaminated soil and the associated removal projects for various Navy sites for which the contractor has either completed the design or is currently preparing the remedial design; 3) finalization of the Remedial Investigation Report for the Old Wahiawa Landfill, Bldg 6 and 293, and the Old Incinerator, Naval Computer and Telecommunications Area Master Station, Oahu, for which the Contractor is currently preparing the BERA; 4) finalization of the Site Summary Report (SSR) for the Pearl Harbor Naval Shipyard (PHNSY), for which the Contractor has prepared the Draft SSR; 5) performance of PCAS for the Area #9, Pearl Harbor Naval Station, project for which the contractor is currently performing a Removal Site Evaluation (RSE); 6) preparation of a RSE, Engineering Evaluation/Cost Analysis (EE/CA), Action Memorandum (AM), and ROD for remediation of the former Foundry at Building 6 site, PHNSY, following completion of the site inspection currently being performed; 7) preparation of the EE/CA, AM, remedial design documentation and performance of PCAS for remediation of the Building 215 site, PHNSY, following completion of site inspection currently being performed; 8) preparation of the RSE, EE/CA, remedial design documentation and performance of PCAS for the Bldg 4 Pesticide Shop, U.S. Naval Magazine Pearl Harbor, Lualualei Branch, following finalization of the Draft Remedial Investigation Report which is currently undergoing review; 9) preparation of the EE/CA, AM, remedial design documentation, PP and ROD and performance of PCAS for remediation of Old Pistol Range site, Camp H.M. Smith following completion of the site inspection currently being performed; 10) preparation of potential revisions to the remedial design package and performance of additional PCAS for Lower Sasa Fuel Ponds site, Guam, following finalization of the BERA by the contractor; 11) completion of remedial design documentation and performance of PCAS for Sites 8 and 12, Marine Corps Air Station (MCAS) El Toro; and performance of additional groundwater sampling and installation of additional extraction wells for Site 24 for which the contractor is currently preparing the design documentation; 12) completion of the Treatability Study; preparation of the Feasibility Study, PP, ROD, and design; and performance of PCAS for IRP Site 1, MCAS El Toro, which the contractor is currently investigating; 13) completion of remedy selection and preparation of the ROD for Sites 2 and 17 for which the Contractor is currently preparing the design documentation; overseeing Site 2 aquifer testing and treatability study for contaminated groundwater; and performance of PCAS for Anomoly Area 3 and Site 2 groundwater remedy which are currently undergoing design; 14) performance of additional sampling required for completion of the Environmental Baseline Survey for MCAS El Toro currently being prepared by the contractor; preparation of transfer documentation (FOST, FOSL) based on EBS results; and preparation of a RCRA corrective action Class III permit modification to support property transfer; 15) performance of additional site investigation, PCAS, and preparation of PPs and RODs for the Apra Harbor Parcel 7 and Naval Computer and Telecommunications Area Master Station Beach Parcel on Guam for which the contractor is currently performing remedial investigations. This is not a request for a proposal. See note number 22.
