Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) to procure a 3 dimensional (3-D)Fused Deposition Modeling Fabricator (FDM Titan Modeler)to create 3-D models made of polycarbonate or polyphenylsulfone materials. Metal castings of models will not satisfy this requirement. The modeling fabricator will be used at NASA LaRC to create models. This procurement is being conducted under the Simplified Acquisition Procedures (SAP)under FAR Part 13.5 Test Program for Certain Commercial Items. NASA/LaRC intends to purchase the items from Stratasys,Inc., which is the only responsible source and no other supplies or service will satisfy the agency requirements. Only the FDM Titan Modeler uses polycarbonate and polyphenylsulfone materials to create 3-D models, no other company manufactures a system that creates models using polycarbonate or polyphenylsulfone materials. The FDM Titan Modeler machine uses unique, patented technologies that have not been licensed to any other manufacturer. Although other manufacturers have processes for producing models using other materials such as cast metals (aluminum, and copper), acrylic polymers or wax, there is no other machine that uses polycarbonate or polyphenylsulfone material to develop the type of models NASA LaRC requires. NASA LaRC is not seeking businesses who perform modeling services; it is only interested in procuring the modeling equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 30, 2003. Respondents shall clearly state whether or not thier proposed equipment is capable of creating models using polycarbonate and polyphenylsulfone materials. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
