Description
This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to privatize the electrical, natural gas, and wastewater distribution systems at Little Rock Air Force Base, Arkansas. The base size is approximately 6,128 acres and includes 1,643 facilities with an approximate population of 190,000 people, most of which are military and their dependents. The electrical distribution system is a 13.8/7.97 kV distribution system providing service to the main switching station which consists of four (predominately overhead) distribution feeders through distribution circuit reclosers located at the main switching station. All feeders on base are phased with numerous air break switches providing flexibility in switching. There are approximately 1,726,560 linear feet of electric distribution line. Peak demand is 17,000 to 19,000 KW. The primary power enters the facility from the south in the area of the main gate. Street lighting is provided along the primary roads with pole mounted lights. The natural gas distribution system is approximately 73,920 linear feet of steel pipe and approximately 31,680 feet of PE pipe. Natural gas commodity is delivered to the base through an 8-inch main at 30 psig. Natural gas consumption is approximately 240 million cubic feet annually with a peak day demand of 2.4 million cubic feet. The sanitary sewer collection system consists of approximately 300,960 linear feet of collection piping, 95 percent of which (approx. 285,912 linear feet) consists of concrete gravity piping with the remainder (5 percent or approx. 15,048 linear feet) being PVC, VCP and CI piping. There are approximately 600 manholes. The base has 12 lift stations it maintains which pumps into approximately 9.5 miles of force main. Flows from the sanitary collection system are pumped to the City of Jacksonville, Arkansas for treatment. The low is metered at one central location. The Contractor(s) shall furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s) in a safe and reliable condition. The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. Real property interests will be conveyed in the form of a Right of Way as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. HOWEVER, BE ADVISED THAT SOLICITATION ISSUANCE IS ANTICIPATED ON OR ABOUT JUL 28, 2003. Vendors having the skills and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought including, commercial market information and company information via e-mail or facsimile (703-767-2382) to Mily Le, no later than May 22, 2003.
