- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented, with additional information included in this notice. The Air Intelligence Agency Contracting Flight at Lackland AFB (Kelly Annex), TX intends to award a Firm Fixed Priced Purchase Order to MultiLingual Solutions, 22 West Jefferson Street, Suite 402, Rockville, MD 20850, on a SOLE SOURCE BASIS, pursuant to Simplified Acquisition Procedures (SAP) and Other Than Full and Open Competition in accordance with (10 U.S.C. 2304 (c) (1)) (SOLE SOURCE) FAR 6.302-1(a)(2)(i). SPECIFICATIONS:(INTERESTED PARTIES MAY REQUEST A COPY OF THE SOW AND EVALUATION CRITERIA. THE INFORMATION BELOW IS NOT ALL INCLUSIVE OF THE REQUIREMENTS OUTLINED IN THE SOW): Non-Personal Services: The contractor shall furnish all labor, personnel, equipment, supervision and other equipment necessary to perform and complete the Development and Implemention of seven (7) two-week (2 week) Intensive Bosniac Orientation Courses for a total of 42 students at the ILR Level 2+/3 in Reading, Listening, and Speaking IAW attached Statement of Work (SOW). The ideal instructor(s) will be native-speaking Bosniacs? from the rural and mountain villages around Sarajevo where the Bosniac language is extensively spoken. They must have the ability to translate Bosniac graphic texts into idiomatic American English, the ability to transcribe Bosniac audio texts and teach listening and reading skills. The instructors must have recently spent considerable time in-country and must be familiar with Bosniac lexicon, grammar and syntax. They must be experienced teaching educated adult language students and be able to impart his/her knowledge and experience, including current cultural/political climate. Training material must be based on authentic, current voice and graphic material from the contemporary communications media. The contractor shall prepare a customized glossary containing the Bosniac words, phrases, and idiomatic expressions presented during the course imported from Turkish, Arabic, Persian, and any other sources. The glossary entries shall be transliterated into the Latin alphabet with stress marked. Focus shall be on jargon, slang, and specialized terminology associated with the topics above. The Contractor shall provide the results of both of those assessments to the Government in a single written report at the conclusion of each course. All course material acquired or developed for or in relation to the training provided within the scope of this contract shall remain the property of the US Government. Period of Performance: 12 May 2003 ? 15 Aug 2003. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firms that recognize and can provide the requirement described above are encouraged to identify themselves and provide the supporting evidence described herein. Offerors may be requested to provide past performance information to include contract or order numbers, references (names) and phone numbers. Offerors must submit a technical proposal describing how they will meet the requirements outlined in the SOW. The government will make an award to the responsible offeror whose offer best conforms to this requirement on a Best Value basis as evaluated using the Evaluation Criteria (INTERESTD PARTIES MAY REQUEST THE EVALUATION CRITERIA)and is considered technically acceptable. The government reserves the right to award a purchase order to other than the lowest priced offer based on an integrated assessment best value award decision. All responsible sources submitting responses received by the due date will be considered by the government. Offers are due at the Air Intelligence Agency Contracting Flight not later than 10:00 AM, Central Time, 25 APR 2003 and should reference the Solicitation listed above. OFFERORS MUST INCLUDE WITH THEIR PROPOSAL A COMPLETED COPY OF THE PROVISION 52.212-3, OFFERORS REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS. Award will be made on or about 25 APR 2003.
