Description
This is paras 1 ? 3 of the Statement of Work that provides all of the requirements associated with the solicitation. (Remaining paras will appear in another mod) STATEMENT OF WORK AIR FORCE (AF) LAND MOBILE RADIO (LMR) NARROWBAND MIGRATION PLAN IN SUPPORT OF HQ AIR EDUATION AND TRAINING COMMAND (AETC CSS) 1. INTRODUCTION The services for this statement of Work (SOW) will provide the U.S. Air Force the installation of narrowband Land Mobile Radios (LMR) at Altus AFB, Goodfellow AFB, Lackland AFB, Laughlin AFB, Little Rock AFB, Randolph AFB and Vance AFB and the purchase of additional infrastructure equipment in support of Columbus AFB, Maxwell AFB and Tyndall AFB. This acquisition will meet the plan to implement the National Telecommunications and Information Administration (NTIA) mandate requiring all Federal operating agencies using wideband LMR frequency assignments, within the United States and its Possessions to migrate to narrowband operations by 1 Jan 2005/2008. 2. OBJECTIVE The purpose of this SOW is to fully integrate and upgrade existing LMR systems to narrowband to meet the migration from wideband to narrowband LMR systems as mandated by NTIA. LMR are critical components of the global information grid and will continue to play a significant role in the total Personal Wireless Communication Systems (PWCS) architecture for AF communications. This new infrastructure will assist in overcoming existing shortfalls of the existing systems to include poor coverage, isolated users, encryption and lack of operational flexibility. 3. SCOPE The contractor shall provide all labor, supervision, transportation, software, equipment and other items and services necessary to integrate, implement, upgrade, and expand from the existing wideband to narrowband LMR systems. Services shall include project management and systems engineering services in support of the engineering design, equipment installation, and optimization, acceptance testing and maintenance support for the system described in this requirement. The system upgrade and expansion shall augment Radio Frequency (RF) coverage for base support radio users operating mobile and portable radio units throughout the installation. 3.1. System Integration Overview: The systems integration process begins with the identification and understanding of customer operational requirements and continues through system design, installation, testing, and final acceptance. Systems integration process combines all of these activities into a cost-effective, productive, and efficient effort that meets operational and functional requirements as specified by the customer. The services proposed in this SOW and described below shall begin with the receipt of a contract and progress in accordance with a schedule mutually agreeable to the AETC Air Force Bases listed in paragraph 1 and the Contractor. 3.2. Standards of Work: All equipment provided, and the installation of system equipment shall comply with the most current requirements specified in: ?The Uniform Building Code ?The Motorola R56 Manual, Standards and Guidelines for Communication Sites ?The National Fire Protection Association?s National Electric Code ?All applicable federal codes and ordinances All work related to the equipment and services proposed herein shall adhere to the specifications noted above and shall be performed in a manner consistent with the highest quality workmanship and commercial practices. 3.3 Program Manager (PM): The Contractor shall appoint a PM as the single point-of-contact, who will be assigned throughout the design and implementation of the system. The PM shall be responsible for the successful integration of the proposed system including schedule requirements and technical issues. The PM shall review and monitor system design, equipment orders and deliveries, subcontracts, installation, testing, optimization, and final acceptance. The PM shall also perform an audit function of contract provisions. Throughout the system integration process, the PM shall make every reasonable effort to ensure that all contractual requirements are met in accordance with contract schedules, such order tracking. Variances shall be documented, reported and the appropriate corrective action is planned and implemented. The PM shall develop system milestones, schedules and manage all system integration activities, migration and cutover planning and maintenance support. This shall be provided to the Contracting Officer (CO) within 10 days after receipt of the contract. 3.4 System Engineering: A Systems Engineer shall be provided from the preliminary design through the completion of system implementation and testing and will have primary responsibility for all system design issues. This individual shall be responsible for working closely with other Contractor?s departments and will consult with the designated representative at each Base regarding system design issues. The Contractor shall describe their established System Engineering services offered in support of the program. The services shall include, but may not be limited to: 3.4.1 System design 3.4.2 Frequency analysis and planning 3.4.3 Coverage design 3.4.4 Traffic (loading) design 3.4.5 Fleetmap Development 3.4.6 Implementation support (design synthesis) 3.4.7 Acceptance testing 3.4.8 Final (as-built) system documentation
