Description
The United States Secret Service intends to negotiate and award on a sole source basis in accordance with FAR 6.302-1 with SearchSoftwareAmerica, 1445 East Putnam Avenue, Old Greenwich, CT 06870. The United States Secret Service has a requirement for search software that provides "out of the box" search, matching, duplicate discovery and relationship linking ability on all forms of identification data. The search software must require no programming and must be able to overcome variation in spelling, keying and word sequence errors in identity data, regardless of language or character set. The software must provide high performance support for aliases, former names, compound names, prior addresses, multiple dates of birth, identities and phone numbers. The software must automatically maintain fuzzy search indexes allowing "on-the-fly" searches even as the underlying data is updated or changed. The software must be scalable with the ability to move from Windows platform to HP-UX, IBM-AIX, Linux, IBM-OS/390, or SUN Solaris as Service needs change. The proprietary software offered by SearchSoftwareAmerica is the only known software that meets the requirements. This notice is neither a request for quotations nor a solicitation of offers. A determination by the Government not to compete this proposed requirement, on a full and open competitive basis upon receipt of responses to this notice, is solely within the discretion of the Government. No formal solicitation package is available. Interested parties may identify their interest and capability to respond to the requirement. Only written responses sent via electronic mail or facsimile will be accepted. The responses must be received within fifteen (15) calendar days of the date of this notice. The Government anticipates award on or about May 15, 2003. The Government will not be responsible for any costs in the preparation of responses to this announcement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
