- BACKGROUND: The United States of America has entered into an Agreement with the Republic of Kazakhstan concerning the long-term storage of spent nuclear fuel from the Kazak BN-350 Fast Breeder Nuclear Reactor. In 1998, as part of that work, the US Department of Energy began consolidating this fuel into storage canisters. That work was completed in 2001. The National Nuclear Security Agency (NNSA) and KATEP of RK recently completed a joint feasibility study of using metal-concrete dual use transportation and storage casks for this program. Each cask weights approximately 120 tons loaded; the overall cask dimensions are approximately 17 feet tall and 8 feet in diameter. The recommendation of the Joint Feasibility Study has been accepted by both governments, and the initial project meeting was held in February 2003. The Project will involve removing the canisters from their current location in the storage pool at the MAEC plant, and loading them into the dual use casks, followed by the transfer of the casks from the BN-350 site across Kazakhstan to Baikal 1 for long term storage at an independent spent fuel storage installation which will be expanded as part of this project. CURRENT REQUIREMENT: NNSA will issue an RFP on or about May 12, 2003, which will request proposals from qualified vendors for in-country operations support during the planning, design and implementation phases of this work. In general, the Contractor will be responsible for working with the US Project team and the appropriate Kazakstani organizations to assure that the planning and performing of in-country functions are done safely, technically correct, on schedule and at a fair and reasonable expense to the US Government. Specific tasks under the Statement of Work will include providing technical direction and oversight during: (1) Prepartion and review of detailed procedures for canister and cask handling processes, including but not limited to radiation protection, criticality and safeguards related processes; (2) Procuring miscellaneous supplies, tools and equipment in the US and Kazakhstan; (3) Training and qualifying local labor; (4) Setup, including preoperational testing of some specialized equipment; (5) Monitoring the progress of the work and meeting regularly with Kazakstani management to resolve any difficulties; (6) Monitoring and auditing Kazakhstani level of effort as may be needed to process invoices and payments to Kazakhstani organizations. In the evaluation of proposals, NNSA will consider the Offeror's experience and qualifications in the following areas: (1) Rigging and handling spent nuclear fuel transportation and storage casks. (2) Transporting spent fuel (3) Nuclear fuel radiological safety (4) Nuclear fuel criticality safety (5) IAEA Safeguards Requirements (6) Physical Security Requirements (7) Performing work in compliance with nuclear licensing requirements. (8) Training, qualification and monitoring foreign nationals to perform work safely and in compliance with nuclear licensing requirements. (9) Operating in Kazakhstan or countries with a similar infrastructure, including but not limited to the physical, retail, commercial and political infrastructures. The RFP will be issued using full and open competition, and all qualified vendors are invited to submit proposals. It is anticipated that a Cost-Reimbursement plus Award Fee type contract will be awarded.
