- The U.S. Department of Education (ED), Federal Student Aid (FSA) is conducting a competitive procurement for Common Services for Borrowers (CSB), which will be an integrated solution for servicing, consolidation, and collections functions for federally insured student aid obligations. FSA's requirements are described in the "Common Services for Borrowers (CSB) Statement of Objectives" (SOO). The U.S. Department of Education (ED) intends to award a contract of up to 10 years, including option terms, for CSB. The award will be a fixed-price, performance-based incentive contract. ED will conduct the procurement competitively using a two-phase procedure, in accordance with applicable Federal procurement laws and regulations and Federal Student Aid's procurement flexibility statute (20 U.S.C. 1018a(d)). Under Phase One, offerors submit basic information. ED will announce the Phase One results and issue a Request for Proposals (RFP) to the offerors selected under Phase One on May 15, 2003 or thereafter. Only the offerors selected under Phase One of the process are eligible to participate in Phase Two. ED anticipates that proposals under Phase Two will be due on June 16, 2003. Useful information to assist offerors, including an electronic public library, may be found on the CSB website http://www.1800iwillpay.com/csb.
