Description
The Naval Air Warfare Center Weapons Division is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6. This announcement constitutes the only solicitation and a written solicitation will not be issued. Award shall be made in accordance with FAR Part 13.5. The proposed contract is set-aside for 100%HUBZone small business concerns. All responsible sources may submit a proposal, which shall be considered by the agency. The Naval Air Warfare Center Weapons Division intends to procure one (1) concrete targets for use in an outdoor test at the Land Range located at the Naval Air Warfare Center Weapons Division, China Lake, CA. The North American Industry Classification System (NAICS) Code is 327390 and the small business size standard is 500 employees. Contract line item (CLIN) 0001 is a concrete target, one (1) each. The targets must conform to the specifications in drawing project number 16014001, with the following revision. Foundation wall and divider wall detail, wall height is to be 8’-0”. Availability of drawings: it is impracticable to distribute the drawings with the solicitation. The drawings are composed of two sheets available electronically in two .pdf files on the 2.0 Contracts Competency homepage at https://contracts.nawcwd.navy.mil/rfp-nawc.htm. The provisions at FAR 52.212-1, Instructions to Offerors – Commercial Items (Oct 2000), applies to this acquisition and there are no addenda to the provision. However, offerors are required to submit a copy of their SBA HUBZone qualification letter with their proposal. Offerors must comply particularly with paragraphs b(8), b(10), and b(1) of the above provision. Offeror must include a completed copy of the provisions at FAR 52.212-3 (Alt III), Offeror Representations and Certifications – Commercial Items (Apr 2001) and DFARS 252.212-7000 Offeror Representations and Certifications – Commercial Items (Nov 1995) with proposal. These can be found at http://farsite.hill.af.mil/ or http://www.arnet.gov/. FAR Clause 52.212-4, Commercial Terms and Conditions – Commercial Items (Feb 2002) applies to this acquisition and there are no addenda to this clause.
