- Description
- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil mapping services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most cost-effective method of providing these services for NRCS offices in Madera, Victorville, Thousand Oaks, Lancaster, and Bakersfield, California. Government personnel are currently performing these services. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. Major components of this work include: conducting field soil mapping activities, designing and validating soil map units, collecting and analyzing documentation including field notes, full soil profile descriptions, transects, and traverses, identifying soil types and series that will meet or exceed National Cooperative Soil Survey (NCSS) standards, and developing and maintaining the descriptive legend; collecting and preparing samples for soil laboratory analysis and classifying soils by soil taxonomy; coordinating with technical specialists in other disciplines for ecological site description development and other soil performance data needs; entering all documentation into the National Soil Information System (NASIS); compiling soil maps; and developing draft soil taxonomic unit descriptions, soil series descriptions, and special manuscript sections. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm fixed price service contract. Technical and cost proposals will be required. This solicitation is being solicited unrestricted. NAICS Code: 541370, Surveying and Mapping (except Geophysical Services); size standard $4.0 million. The solicitation will be available on or about May 8, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov.
