- THIS IS A PRE-SOLICITATION NOTICE ONLY! Eglin AFB, FL, has a requirement to Construct Munitions Test Facility at Eglin AFB, FL. This acquisition is unrestricted. THIS IS A “TRADE-OFF” (PERFORMANCE PRICE TRADE-OFF) ACQUISITION. Award will be made based upon the “Best Value” to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. This project includes furnishing all plant, labor, equipment, and materials and performing all operations in connection with Construction of Munitions Test Facility at Eglin AFB, FL. In general, the work consists of the construction of a 3,843 gross square foot building and includes structural and architectural systems, interior finishes, and mechanical, plumbing, and electrical systems. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the plans and specifications. The work is located on Eglin AFB, FL. Proposal due date of 20 June 2003 IS ONLY AN ESTIMATED DATE. Estimated dollar range is between $250,000 and $500,000. Performance period is 270 calendar days. All responsible sources may submit a proposal, which shall be considered by the agency. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made in accordance with FAR 52.232-18. This is a paperless acquisition. Paper copies of the solicitation will not be issued but the Request for Proposal will be available on the Federal Government’s Electronic Posting System (www.eps.gov). All future information about this acquisition, including solicitation amendments, will also be distributed through the Government’s Electronic Posting System. Interested parties are responsible for monitoring this site to ensure they have the most current information regarding this acquisition. For contractors who need assistance in doing business electronically, a website has been developed. The address is www.acq.ods.mil/ec/. To locate a Resource Center for assistance, click on the Resource Centers. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DOD Central Contractors Registration (CCR) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government.
