Description
The purpose of this modification is to correct or clarify certain word usage; clarify that additional information obtained in phase two will be written as well as oral; add to evaluation Factor 1 the application of Earned Value Management System; clarify that any past performance submitted by the offeror will be evaluated against the factor; revise the submission requirements; list additional documents posted in the Technical Library; and extend the time for submission of questions. Accordingly, the original synopsis is hereby modified as follows: 1: Under paragraph "2. PROJECT INFORMATION", the second sentence under major OBJECTIVE number (2) is modified as follows: delete the word "digitized" and replace, in lieu thereof, with "GIS," and change "final maps" to read, "final flood maps." 2: Under paragraph "3. SELECTION CRITERIAD", the first sentence following phase (2) is modified as follows: "additional information" is changed to read, "additional written information." 3: Under FACTOR 1. PROFESSIONAL QUALIFICATIONS AND CAPABILITIES, (d), following "the skills mix required to meet the program and mission requirements;" add, "application of Earned Value Management System." 4: Under FACTOR 2. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE, the next to the last sentence is modified as follows: delete the word "digitized" and replace, in lieu thereof, with "GIS," and change "final maps" to read, "final flood maps;" also change "following contract award" to read, "from receipt of study requirements." 5: Under FACTOR 4. PAST PERFORMANCE WITH GOVERNMENT AGENCIES AND PRIVATE INDUSTRY IN TERMS OF COST CONTROL, QUALITY OF WORK, AND COMPLIANCE WITH PERFORMANCE SCHEDULES, (c), delete the word "two" and delete the last sentence in the paragraph, which begins with "Provide references and official past......." 6: Paragraph 5. SUBMISSION REQUIREMENTS is hereby replaced as follows: "Interested parties having the capabilities to perform this work must submit one original and eight copies of SF 255 (11/92 edition), plus attachment, and eight copies of SF 254 (11/92 edition) to the above address not later than 4:00 p.m. on the response date indicated in this announcement. In addition to the written submissions, provide one electronic copy on CD or floppy disc in Microsoft Office format. The SF 255, and attachment, shall not exceed 75 pages. Each page contained in the SF 255, plus attachment, will be counted beginning with the top page. Pages in excess of 75 pages will be discarded, and those pages will not be evaluated. Every page up to 75 will be counted. If printing appears on the front and back of a page, it will count as two pages. Standard 12font type is required. 8 1/2 by 11 inch paper is required. Printing on a single side is preferred. Color printing is not required, but is not prohibited. A project-specific quality control plan must be prepared and approved by the government as a condition of contract award, but is not required with initial submission. Include an organization chart of the key personnel to be assigned to the project. Facsimile transmissions will not be accepted. Following the first phase (or screening phase) and prior to oral presentations, slated firms will be invited to submit written comprehensive plans addressing all elements of their intended approach. Each of the slated firms will be afforded three hours for oral presentations. There is no page limitation for additional information/comprehensive plans submitted during the second phase (or selection phase). This is not a request for proposal." 7: The following documents are hereby added to and posted in the Technical Library at http://www.fema.gov/fhmpartners/: (1) Transcript of the Industry Conference; (2) List of attendees at the Industry Conference; (3) List of IDIQ contractors at the Region; (4) Questions and Answers; and (5) Multi-Hazard Flood Map Modernization Powerpoint presentation. 8: The date for submission of questions is hereby extended to 4:00 p.m. on April 25, 2003; questions are to be sent by e-mail to nancy.costello@fema.gov. Official answers will be posted in the Technical Library at http://www.fema.gov/fhmpartners/ as responses are prepared and authorized for release.
